Explanation

This ordinance authorizes the City Clerk to enter into a grant agreement with PTA Ohio Congress, a nonprofit organization, in support of Columbus Africentric Early College’s study abroad program to Ghana.

 

Columbus Africentric Early College (CAEC) is a public school within the Columbus City Schools district. The school serves approximately 1,000 students in pre-K through 12th grade. CAEC is the only school in central Ohio using an African-Centered focus to teach the state standards provided by the Ohio Department of Education. In 2022, CAEC achieved a 100% graduation rate.

 

In April, students will be traveling to Ghana for a study abroad experience. Funding from Columbus City Council will help to support the expenses of eight (8) high school students to be able to travel on this tour. The trip will allow students to explore the history, culture, and identities of Ghana as a means of expanding their academic, life, and leadership skills. This will include studies in World Geography, Contemporary World Issues, Modern World History, and English Language Arts. Students will be able to share their experience with fellow classmates and those in their community, multiplying the impact of this opportunity.

 

Fiscal Impact: Funding is available within the Job Growth subfund.

 

Emergency Designation: Emergency action is necessary as the students will be traveling in April and funding support is needed to cover the expenses of this trip.

 

Title

Body

WHEREAS, Columbus Africentric Early College (CAEC) is a public school serving over one-thousand central Ohio students and is the only central Ohio school using an African-centered lens on curriculum; and

 

WHEREAS, CAEC students will have the opportunity to be immersed in culture to deepen their understanding of history, geography, current events, language, and more while on a study abroad trip in Ghana; and

 

WHEREAS, it is a priority of Columbus City Council to build strong neighborhoods and promote youth development; and

 

WHEREAS, an emergency exists in the usual daily operation of the City Clerk's Office in that it is immediately necessary to authorize the City Clerk to enter into a grant agreement with PTA Ohio Congress as the students will be traveling in April and funding support is needed to cover the expenses of this trip; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the City Clerk is hereby authorized to enter into a grant agreement with PTA Ohio Congress for Columbus Africentric Early College’s study abroad trip to Ghana.

 

SECTION 2.  That the City Auditor is hereby authorized and directed to appropriate $15,000.00 in the Job Growth subfund, fund 1000, subfund 100015, to the City Clerk per the accounting codes in the attachment to this ordinance.

 

SECTION 3.  That the expenditure of $15,000.00 or so much thereof as may be needed pursuant to the action authorized in SECTION 1 of this ordinance, is hereby authorized in the Jobs Growth subfund, fund 1000, subfund 100015 per the accounting codes in the attachment to this ordinance.

 

SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 5.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
