Explanation

BACKGROUND: Columbus Public Health has been awarded the Integrated Harm Reduction IH23 Grant from the Ohio Department of Health (ODH) for the Alcohol and Drug Services (ADS) Division. This ordinance is needed to accept and appropriate $30,000.00 in grant money for the period of April 1, 2023 through September 29, 2023.

The Integrated Harm Reduction Grant will expand our previous Project DAWN grant to eliminate social and geographic barriers that might prevent individuals from acquiring Naloxone, provide overdose prevention education, and furnish Naloxone. This grant will also allow us to hire a Care Coordination Assistant, who will engage, link and refer clients to needed services, including medical, social services, and substance use disorder treatment. Additionally, this grant will fund two part-time outreach workers to continue conducting community outreach in high drug overdose incident communities, as well as maintaining the mail order Naloxone distribution program for Columbus and Franklin residents currently operated by CPH’s ADS Program.

This ordinance is submitted as an emergency as the grant period begins April 1, 2023 and as to allow the financial transaction to be posted in the City's accounting system as soon as possible to expend the awarded funds and achieve the grant outcomes within the timeframe and deadlines of the grant as the grant was awarded March 27, 2023.

FISCAL IMPACT: The Integrated Harm Reduction IH23 Grant is fully funded by the Ohio Department of Health and does not require a City match.
