Explanation

 

Background: This ordinance authorizes the Director of the Recreation and Parks Department to enter into a contract with Franklin County Historical Society, dba Center of Science and Industry for the summer 2023.  The contract amount is $60,000.00, with a contingency of $10,000.00, for a total of $70,000.00 being authorized by this ordinance.

 

CRPD offers a variety of Summer Camps each year, with varying themes.  Campers experience many activities including but not limited to: arts, crafts, sports, games, nature exploration and science experiments. This ordinance will allow CRPD to enhance our week of science learning by collaborating with COSI. COSI will support camps by: offering a specialized playlist of digital learning; offer onsite learning through field trips; provide toolkits necessary for executing learning agenda; provide professional development for staff executing learning agenda; and, providing program overview at the end of the summer.

Emergency Justification: Emergency action is requested in the usual daily operation of the Recreation and Parks Dept in that it is immediately necessary to authorize the Director to enter into said agreement in May in order to allow services to begin as scheduled for 2023 Camp Season and to prevent the cancellation of any expected programming.

 

Community Input/Issues: Statistics shows that science offers a powerful platform for building confidence, developing communication skills, and making sense of the world around us-a world that is increasingly shaped by science and technology. Furthermore there are individual benefits to learning science, such as developing our ability to ask questions, collect information, organize and test our ideas, solve problems, and apply what we learn.  CRPD is exposing young campers in a fun and engaging way, with the goal of developing interest and remove intimidation of the subject.

Bid Waiver Justification:
  The Columbus Center of Science and Industry is the sole vendor available for these summer camp science needs and will also provide the ability to host camp events at the facility location of 333 W. Broad St. Columbus Oh. 43215 therefore, the department his requesting to waive the competitive bidding requirements of Columbus City Code Chapter 329.

 

Area(s) Affected: All community center camp locations of the City of Columbus, Ohio, ages 6-12.

 

Master Plan: This project will support the mission of the Recreation and Parks Department by connecting our community through recreational resources that enhance quality of life.

 

Fiscal Impact: $70,000 has been designated to be used from the Recreation and Parks Operating Fund.

WHEREAS, it is necessary to authorize the Director of the Recreation and Parks Dept to enter into contract with Franklin County Historical Society, dba Center of Science and Industry for summer camp programming services; and

 

WHEREAS, it is necessary to authorize the expenditure of $70,000.00 from the Recreation and Parks Department Operating Fund 2285 per the account codes attached to this legislation; and

WHEREAS, it is in the best interest of the Department of Recreation and Parks to waive the competitive bidding requirements of Chapter 329 of the Columbus City Code because this vendor is the sole vendor available for these summer camp science needs and will also provide the ability to host camp events at the facility location; and

 

WHEREAS, an emergency exists in the usual daily operation of the City of Columbus, Department of Recreation and Parks, in that it is immediately necessary to authorize the Director to enter into said agreement in May in order to allow services to begin as scheduled for 2023 Camp Season and to prevent the cancellation of any expected programming; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Recreation and Parks is authorized and directed to enter into contract with COSI  to provide Summer 2023 Digital, Onsite, and at COSI facility programming.

SECTION 2.  That the expenditure of $70,000.00 or so much thereof as may be needed, is authorized in Recreation and Parks Operating Fund 2285 per the account codes in the attachment to this ordinance.

SECTION 3.  That this Council finds it in the best interests of the City to waive the competitive bidding provisions of City Code Chapter 329 to enter into this contract.

SECTION 4.  That the funds necessary to carry out the purpose of this ordinance are deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

SECTION 5.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this legislation.

SECTION 6.  That for reasons stated in the preamble hereto, which is made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten (10) days after passage if the Mayor neither approves nor vetoes the same.
