Explanation

 

BACKGROUND: This ordinance is to establish a contract to purchase a Batwing Mower for the Division of Water with Century Equipment, Inc.  The mower will be used by the Watershed Management Section staff to mow and maintain property around the Watershed areas.  This unit is replacing BT-22104.  This purchase has been approved by the Division of Fleet Management.

 

The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of City Code Chapter 329 (RFQ024598).  Twenty-eight (28) bidders were solicited (4 EBE, 2 WBE, 22 MAJ) and three (3) bids were received and was opened on April 27, 2023. 

 

After a review of the bid it has been determined that AG Pro Ohio LLC the apparent low bidder did not meet specifications of 3.3.29 Mower transport width must be less than 72 inches.  Their bid had a travel width of 85 inches.

 

The Division of Water recommends an award be made to Jerry Pate Turf & Irrigation, Inc. dba Century Equipment, the second lowest bidder in the amount of $94,095.07.

 

This company is not debarred according to the Excluded Parties listing of the Federal Government and is not listed in the Auditor of State database for Findings for Recovery.

 

SUPPLIER:  Jerry Pate Turf & Irrigation, Inc. dba Century Equipment, Inc., 59-3472632, (MAJ), expires 1/14/24. 

 

FISCAL IMPACT:  $94,095.07 is required for this purchase.

 

$23,898.23 was expended for a similar purchase in 2021.

$86,400.98 was expended for a similar purchase in 2020.

To authorize the Director of the Department of Finance and Management to establish a contract with Jerry Pate Turf & Irrigation, Inc. dba Century Equipment, Inc. to purchase a Batwing Mower for the Division of Water; and to authorize the expenditure of $94,095.07 from the Water Operating Fund.  ($94,095.07)

 

Body

 

WHEREAS, it is necessary for the Division of Water to purchase a Batwing Mower in the amount of $94,095.07 to mow and maintain property around the Watershed areas; and

 

WHEREAS, the current equipment is nearing the end of its service life; and

 

WHEREAS, the Purchasing Office opened formal bids on April 27, 2023 for the purchase of a Batwing Mower for the Division of Water; and

 

WHEREAS, the Division of Water recommends an award be made to the lowest responsive and responsible bidder, Jerry Pate Turf & Irrigation, Inc. dba Century Equipment, Inc.

 

WHEREAS, it is necessary to authorize the expenditure of $94,095.07 from the Water Operating Fund; and

 

WHEREAS, it has become necessary in the usual daily operation of the Department of Public Utilities to authorize the Director of Finance and Management to establish a contract with Jerry Pate Turf & Irrigation, Inc. dba Century Equipment, Inc.; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Finance and Management Director is authorized to establish a contract with Jerry Pate Turf & Irrigation, Inc. dba Century Equipment, Inc., 4199 Leap Rd., Hilliard, OH 43026 for the purchase of a Batwing Mower for the Division of Water, in accordance with the specifications on file in the Purchasing Office.

SECTION 2.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 3.  That the expenditure of $94,095.07 or as much thereof as may be needed, is hereby authorized in Fund 6000 (Water Operating) in object Class 06 Vehicles per the accounting codes in the attachment to this ordinance.

 

SECTION 4.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 5.  That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
