Explanation

BACKGROUND: Columbus Public Health has been awarded the Alcohol Use Disorder (AUD) Treatment grant from the Alcohol, Drug and Mental Health (ADAMH) Board of Franklin County, for the Alcohol and Drug Services (ADS) Division. This ordinance is needed to accept and appropriate $55,992.54 in grant money for the period of January 1, 2023 through December 31, 2023.

In 2022, Columbus Public Health’s Alcohol & Drug Services (ADS) team was a recipient of the Alcohol Use Disorder (AUD) grant. The purpose of this grant was to provide outreach throughout Columbus to link and support individuals who abuse, misuse and/or are diagnosed with alcohol use disorder and/or substance use disorder. Staff under this grant engaged people that needed assistance linking to treatment and recovery services. Although the grant ended on March 14, 2023, carryover funds were allowed for an additional year and will be used to provide engagement supplies at summer Walk in for Recovery events. Supplies will include things such as birth certificates and bus passes to remove barriers to them seeking services. The population of focus remains adults that misuse alcohol and other substances.

This ordinance is submitted as an emergency as the grant period began January 1, 2023 and as to allow the financial transaction to be posted in the City's accounting system as soon as possible to expend the awarded funds and achieve the grant outcomes within the timeframe and deadlines of the grant as the grant was awarded in the updated Contract Year (KY) 2023 Planned Allocation Summary issued by the ADAMH Board of Franklin County on April 18, 2023.

FISCAL IMPACT: The Alcohol Use Disorder (AUD) Treatment grant is fully funded by the ADAMH Board of Franklin County and does not require a City match.
