Explanation
BACKGROUND: The purpose of this legislation is to authorize the Director of the Department of Finance and Management to enter into a contract with Brennan Industrial Truck Co. for the purchase of a forklift and an additional fork for the Division of Sewerage and Drainage. The forklift will be used at the Compost Facility for lifting and moving parts, supplies and equipment.
This purchase has been approved by the Division of Fleet Management and will replace BT13448.
The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of City Code Chapter 329 relating to competitive bidding (RFQ024587). Forty six (46) vendors (1 EBE, 2 WBE, 43 MAJ) were solicited and two (2) majority bids were received and opened on April 27, 2023.
After a review of the bids, the Division of Sewerage and Drainage recommends the award be made for all items to Brennan Industrial Truck Co. as the lowest, responsive, responsible and best bidder.
The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.

WHEREAS, the Purchasing Office opened formal bids on April 27, 2023 for the purchase of a forklift with an additional fork for the Division of Sewerage and Drainage; and
WHEREAS, the Division of Sewerage and Drainage recommends an award be made to the lowest, responsive, responsible and best bidder Brennan Industrial Truck Co. for all items; and
WHEREAS, the Compost Facility will use the forklift to lift and move parts, supplies and equipment; and
WHEREAS, this ordinance authorizes the expenditure of $64,030.00, or so much thereof as may be needed, for the purchase of the forklift with an additional fork; and
WHEREAS, it has become necessary in the usual daily operation of the Department of Public Utilities to authorize the Director of Finance and Management to enter into a contract with Brennan Industrial Truck Co. in accordance with the terms, conditions and specifications of Solicitation Number RFQ024587 on file in the Purchasing Office; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of the Department of Finance and Management be and is hereby authorized to establish a contract with Brennan Industrial Truck Co. for the purchase of a forklift with an additional fork in accordance with RFQ024587 specifications on file in the Purchasing Office.
SECTION 2. That the expenditure of $64,030.00, or as much thereof as may be needed, is hereby authorized in Fund 6100 (Sewer Operating Fund); in Object Class 06 Capital Outlay per the accounting codes in the attachment to this ordinance.
SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 4. That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
