Explanation

 

This legislation authorizes the Director of the Department of Recreation and Parks to enter into a grant agreement with the following not-for-profit organization: Aging Solutions for Central Ohio, Inc., for the provision of operational support for a twelve-month period. The total amount of this grant is $75,000.

 

Aging Solutions in Central Ohio Inc. is a long-time partner of the Central Ohio Area Agency on Aging (COAAA), in that it provides supportive services to older adults in Central Ohio, including community-based services, family and caregiver education, aging-specific professional and paraprofessional development, referral to supportive services, and emergency assistance. Specifically, COAAA partners with Aging Solutions in Central Ohio Inc. to provide supportive medical equipment and home improvement that is necessary for residents as they age.

 

The older adult population in Central Ohio is growing rapidly. Central Ohio is currently home to over 381,000 older adults. By 2025, the number of residents over 60 is expected to grow to 441,900; by 2030, it will be over 477,500. This rapid growth, compounded by the COVID-19 pandemic and the rising cost of inflation, has placed a strain on Aging Solutions to Central Ohio Inc.’s resources and limited its ability to provide services to residents. This grant agreement provides additional financial support to Aging Solutions to Central Ohio Inc. to ensure residents of Central Ohio have access to sustained programming and services.

 

COAAA is supporting this grant agreement with $75,000 budgeted in the Recreation and Parks Grant Fund.

 

Benefits to the Public: Aging Solutions for Central Ohio Inc. provides supportive services to empower older adult residents to remain in their homes and communities as they age.  

 

Fiscal Impact: This legislation authorizes the appropriation and expenditure of $75,000.00 from the unappropriated balance of the Recreation and Parks Grant Fund for this purpose.

To authorize the Director of the Recreation and Parks Department to execute a grant agreement with Aging Solutions for Central Ohio, Inc. in support of programming and supportive services for older adults in Central Ohio; to authorize the appropriation and expenditure of $75,000.00 from the unappropriated balance of the Recreation and Parks Grants fund. ($75,000.00)

 

Body

 

WHEREAS, the goal of Aging Solutions for Central Ohio, Inc., a non-profit organization, is to provide supportive services to older adults, including community-based services, family and caregiver education, aging-specific professional and paraprofessional development, referral to supportive services, and emergency assistance; and

 

WHEREAS, the number of residents over the age of 60 is expected to increase from 381,000 to 477,500 by 2030, leading to an increased demand for age-specific supportive services; and

 

WHEREAS, the impacts of the COVID-19 pandemic and rising inflation for goods and services have put a strain on the resources available for Aging Solutions in Central Ohio Inc. to maintain services and programming for older adults; and

 

WHEREAS, $75,000.00 is available in the Recreation and Parks Grants fund for appropriation and expenditure to provide for this need; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1: That the Director of Recreation and Parks is hereby authorized to execute a grant agreement with Aging Solutions for Central Ohio, Inc. in support of programming and supportive services for older adults in Central Ohio.

 

SECTION 2. That for the purpose as stated in Section 1, the expenditure of $75,000, or so much thereof as may be necessary, is hereby authorized in the Recreation and Parks Grants Fund, fund 2286, Department No. 51 in Object Class 05 (grants) per the accounting codes in the attachment to this ordinance.

 

SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated and expenditures authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 5. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
