Explanation

 

Background: This ordinance authorizes the Director of the Recreation and Parks Department to enter into contract with the City of Reynoldsburg for the Brice Road Park Development Project. A Guaranteed Maximum Reimbursement Agreement and Park Operating Agreement are being authorized by this ordinance. The guaranteed maximum cost to be reimbursed by the City of Columbus for the design and construction of improvements shall not exceed $2,000,000.00.

 

The Guaranteed Maximum Reimbursement Agreement and Park Operating Agreement with the City of Reynoldsburg, Ohio being authorized by this ordinance is for the development and operation of a recreational area at the Idlewild Stormwater Basin located on Brice Road, in the City of Reynoldsburg. The City of Columbus’ cost share for this project is $2,000,000.00 and this contribution is being authorized by this ordinance.

 

The City of Columbus Department of Public Utilities, Division of Sewerage and Drainage previously built a regional stormwater basin on a 10.9 acre property on Brice Road in the City of Reynoldsburg. This location is Franklin County Parcel ID 060-001274-00. This stormwater basin was built to serve City of Columbus residents on the east side of the City. This area along Brice Road lacks recreational parks and a joint development project is a good solution to provide residents of the area with a quality recreational park. Construction drawings for this park that will be built around the stormwater basin are being developed with input and plan review by the City of Columbus Department of Public Utilities and Recreation and Parks Department. The project will ultimately be managed and implemented by the City of Reynoldsburg.

 

Upon completion of the new recreational amenities on the site, the City of Reynoldsburg will provide all park maintenance and management of the recreational portions of the site per the terms of the Park Operating Agreement being authorized by this ordinance. The City of Columbus Department of Public Utilities will continue to service and maintain all stormwater functions of the site.

Benefits to the Public: This project will provide access to a new recreational park for the Far East Community adjacent to this stormwater basin property, as well as, other residents of Columbus and Reynoldsburg.

Fiscal Impact: $2,000,000.00 is budgeted and available from within the Recreation and Parks Voted Bond Fund 7702 to meet the financial obligations of this contract.

($2,000,000.00)

 

Body

 

WHEREAS, it is necessary to authorize the Director of Recreation and Parks to enter into a Guaranteed Maximum Reimbursement Agreement and Park Operating Agreement with the City of Reynoldsburg for the Brice Road Park Development Project; and

 

WHEREAS, it is necessary to authorize the expenditure of $2,000,000.00 from the Recreation and Parks Voted Bond Fund 7702; and

 

WHEREAS, it has become necessary in the usual daily operations of the Recreation and Parks Department in that it is necessary to authorize the Director to enter into contract with the City of Reynoldsburg for the Brice Road Park Development Project, NOW, THEREFORE

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of Recreation and Parks be and is hereby authorized to enter into Guaranteed Maximum Reimbursement Agreement and Park Operating Agreement with the City of Reynoldsburg for the Brice Road Park Development Project.

 

SECTION 2. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary. 

 

SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 4. That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.

 

SECTION 5. For the purpose stated in Section 1, the expenditure of $2,000,000.00 or so much thereof as may be necessary to pay the cost thereof, be and is hereby authorized from the Recreation and Parks Voted Bond Fund 7702 in object class 06 Capital Outlay per the accounting codes in the attachments to this ordinance.

 

SECTION 6. That the monies in the foregoing Section 5 shall be paid upon order of the Director of Recreation and Parks, and that no order shall be drawn or monies paid except by voucher, the form of which shall be approved by the City Auditor.

 

SECTION 7.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
