Explanation

 

BACKGROUND:  The purpose of this legislation is to authorize the Director of the Department of Finance and Management to enter into a contract with Leswego Corp for the purchase of a vehicle mobile column lifts for the Division of Sewerage and Drainage. The vehicle mobile column lifts will be used at the Compost Facility for lifting vehicles and equipment for service work to be completed.

 

The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of City Code Chapter 329 relating to competitive bidding (RFQ024657). Forty one (41) vendors (1 EBE, 2 WBE, 38 MAJ) were solicited and two (2) majority bids were received and opened on May 4, 2023. 

 

The lowest bidder, Liftnow Automotive Equipment Corp, did not meet the following requirements: 3.3.2 Minimum Lift Height of 70" (quoted Maximum 69") and 3.3.3 Base Length Maximum of 50" (quoted 53.63" length).

 

Therefore, the Division of Sewerage and Drainage recommends the award be made for all items to Leswego Corp as the most responsive, responsible and best bidder.

 

The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.

Body

 

WHEREAS, the Purchasing Office opened formal bids on May 4, 2023 for the purchase of mobile column lifts for the Division of Sewerage and Drainage; and

 

WHEREAS, the lowest bidder, Liftnow Automotive Equipment Corp, did not meet the 3.3.2 Minimum Lift Height of 70" (quoted Maximum 69") and 3.3.3 Base Length Maximum of 50" (quoted 53.63" length); and

 

WHEREAS, the Division of Sewerage and Drainage recommends an award be made to the most responsive, responsible and best bidder Leswego Corp for all items; and

 

WHEREAS, the Compost Facility will use the mobile column lifts for lifting vehicles and equipment for service work to be completed; and 

 

WHEREAS, this ordinance authorizes the expenditure of $76,345.32, or so much thereof as may be needed, for the purchase of mobile vehicle column lifts; and

 

WHEREAS, it has become necessary in the usual daily operation of the Department of Public Utilities to authorize the Director of Finance and Management to enter into a contract with Leswego Corp in accordance with the terms, conditions and specifications of Solicitation Number RFQ024657 on file in the Purchasing Office; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of the Department of Finance and Management be and is hereby authorized to establish a contract with Leswego Corp for the purchase of vehicle mobile column lifts in accordance with RFQ024657 specifications on file in the Purchasing Office.

 

SECTION 2.  That the expenditure of $76,345.32, or as much thereof as may be needed, is hereby authorized in Fund 6100 (Sewer Operating Fund); in Object Class 06 Capital Outlay per the accounting codes in the attachment to this ordinance.

 

SECTION 3.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 4.  That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
