Explanation

 

BACKGROUND:  This ordinance authorizes the appropriation and expenditure of up to $3,886.12 of the 2023 Housing Opportunities for People with AIDS (HOPWA) entitlement grant from the U.S. Department of Housing and Urban Development and to authorize the Director of the Department of Development to execute a Subrecipient Agreement - Not-for-Profit Service Contract with Licking County Coalition for Housing, in an amount up to $3,886.12, for expenses incurred in 2022 that had not been paid.

 

Historically the HOPWA grant has been managed and administrated by Columbus Public Health (CPH).  Starting with the 2022 grant year funds, the HOPWA grant is being managed and administered by the Department of Development (DOD), Division of Housing.  In early 2022, CPH put forth Ordinance 0103-2022 to enter into a contract with Licking County Coalition for Housing to provide HOPWA services.  At the end of the program year, remaining funds were cancelled from the purchase order.  After this occurred, it was discovered that there was an outstanding invoice that had not been paid.

 

While this is an “original agreement”, the total contract amount for Licking County Coalition for Housing in program year 2022 is $353,866.12.

This legislation represents appropriation for a part of the HOPWA portion of the 2023 Annual Action Plan, per Ordinances 3353-2022.

 

Contract Compliance:  the vendor number is 030132 and contract compliance dates are pending.

 

Fiscal Impact: $3,886.12 is available from the 2023 HOPWA Grant (G442203).

 

 

Title

 

To authorize the appropriation and expenditure of up to $3,886.12 of the 2023 Housing Opportunities for People with AIDS (HOPWA) entitlement grant from the U.S. Department of Housing and Urban Development; and to authorize the Director of the Department of Development to execute a Subrecipient Agreement - Not-for-Profit Service Contract with Licking County Coalition for Housing, in an amount up to $3,886.12, for expenses incurred in 2022 that had not been paid ($3,886.12).

 

 

Body

 

WHEREAS, the City of Columbus is a participating jurisdiction of the U.S. Department of Housing and Urban Development; and

 

WHEREAS, the City of Columbus is the recipient of the Housing Opportunities for People with AIDS (HOPWA) entitlement grant from the U.S. Department of Housing and Urban Development; and

 

WHEREAS, the Columbus City Council has approved the 2023 Annual Action Plan, per 3353-2022; and

 

WHEREAS, Licking County Coalition for Housing is a provider who specializes exclusively in assisting income eligible individuals/households living with HIV/AIDS in the eight county EMSA; and

 

WHEREAS, additional funds are needed for Licking County Coalition for Housing for grant administration services in program year 2022 that had not been paid; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That from the unappropriated monies and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ended December 31, 2023, the sum of $3,886.12 is appropriated in Fund 2220 (General Government Grant Fund), from Dept-Div 44-10 (Housing), G442203 (2023 HOPWA), object class 03 (Services) per the account codes in the attachment to this ordinance.

 

SECTION 2.  That the expenditure of $3,886.12  or so much thereof as may be needed, is hereby authorized in Fund 2220 (General Government Grant Fund), from Dept-Div 44-10 (Housing), G442203 (2023 HOPWA), object class 03 (Services) per the account codes in the attachment to this ordinance.

 

SECTION 3.  That the Director of the Department of Development is hereby authorized to execute a Subrecipient Agreement - Not-for-Profit Service Contract with Licking County Coalition for Housing, in an amount up to $3,886.12, for expenses incurred in 2022 that had not been paid.

                     

SECTION 4.  Funds are hereby deemed appropriated and expenditures and transfers authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.

                                          

SECTION 5.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 6.  At the end of the grant period, any repayment of unencumbered balances required by the grantor is hereby authorized and any unused City match monies may be transferred back to the City fund from which they originated in accordance with all applicable grant agreements.

 

SECTION 7.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
