Explanation

 

Background

This legislation authorizes the Director of the Department of Development to enter into a service contract with Mann Roofing & Construction LLC for the Division of Housing’s Roof Replacement Program, in an amount up to $175,000.00, using bond funds.

 

The department advertised RFQ024413 through Vendor Services and accepted bids through Bonfire, requesting contractors to provide roof replacement services.  The effort was advertised from March 20, 2023, to April 11, 2023. The department notified 205 registered vendors, seven bids were received, and two were deemed non-responsive.

 

The Director of Development requests to enter into contract with the three lowest, responsive, responsible, and best bidders as multiple contractors are needed for this program. Each contract will be under a separate ordinance.

The Roof Replacement Program is a home repair program operated by the Division of Housing. The program was established to assist low and moderate-income homeowners with replacement of roof and roof elements that constitute a critical condition, and when such condition is not corrected, could cause the homeowner to vacate their home.

 

Emergency action is requested in order to continue correcting roof conditions that may cause the homeowner to vacate their property.

 

FISCAL IMPACT

Funds in the amount of $175,000.00 is available in the Development Taxable Bond Fund. An amendment to the 2022 Capital Improvement Budget is required to establish sufficient budget authority within the proper project. This ordinance is contingent upon the deposit of the 2023 bond sale proceeds.

 

CONTRACT COMPLIANCE: The vendor number is 032158 and expires 3/28/2024.  The vendor is MBE certified with the City.

 

 

Title

($175,000.00).

 

 

Body

 

WHEREAS, the Department of Development has advertised RFQ024413 seeking contractors to provide roof replacement services on Bonfire on March 20, 2023, and bids were due on April 11, 2023; and

 

WHEREAS, the Roof Replacement Program was established to assist low and moderate-income homeowners with roof repairs that constitute a critical condition, and when such condition is not corrected, could cause the homeowner to vacate their home; and

 

WHEREAS, the Director of the Department of Development desires to enter into a service contract with Mann Roofing & Construction LLC to perform roof correction services for the program; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Development such as to necessitate authorizing the Director to enter into a service contract with Mann Roofing & Construction LLC in order to continue correcting roof conditions that may cause the homeowner to need to vacate their property, thereby preserving the public health, peace, property, safety, and welfare; and NOW THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  The Director of the Department of Development is authorized to enter into a service contract with Mann Roofing & Construction LLC for an amount up to $175,000.00 to provide roof replacement services in accordance with RFQ024413 for the Division of Housing’s Roof Replacement program.

 

SECTION 2.  That the 2022 Capital Improvements Budget authorized by ordinance 1896-2022 be amended as follows to establish sufficient authority for this this project:

SECTION 3.  That the transfer of $175,000.00 or so much thereof as may be needed, is hereby authorized within Fund 7739 (Development Taxable Bonds), Dept-Div 44-10 (Housing) per the account codes in the attachment to this ordinance.

 

SECTION 4.  That for the purpose as stated in Section 1, the expenditure of $175,000.00, or so much thereof as may be necessary, is hereby authorized in fund 7739 (Development Taxable Bonds), Project P782001-100002, Dept. 44-10 (Housing), in Object Class 06 (Capital Outlay) per the accounting codes in the attachment to this ordinance.

 

SECTION 5.  Funds are hereby deemed appropriated and expenditures and transfers authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 6.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 7.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
