Explanation

 

BACKGROUND:  The purpose of this legislation is to authorize the Director of the Department of Finance and Management to enter into a contract with Sullivan Environmental Technologies, Inc. for the purchase of Yeomans Scum Ejector Parts for the Division of Sewerage and Drainage. The Yeomans Scum Ejector Parts will be used at the Southerly Wastewater Treatment Plant for pumping water for various processes throughout the wastewater treatment plant as required by federal and state standards.

 

The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of City Code Chapter 329 relating to competitive bidding (RFQ024617). Eighty four (84) vendors (4 EBE, 1 EBE/VBE, 1 EBE/WBE, 2 MBE, 1 MBE/VBE, 3 WBE, 72 MAJ) were solicited and two (2) majority bids were received and opened on May 4, 2023. 

 

After a review of the bids, the Division of Sewerage and Drainage recommends the award be made for all items to Sullivan Environmental Technologies, Inc. as the lowest, responsive, responsible and best bidder.

 

The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.

FISCAL IMPACT:  $101,792.00 has been budgeted for this purchase.

Body

 

WHEREAS, the Purchasing Office opened formal bids on May 4, 2023 for the purchase of Yeomans Scum Ejector Parts for the Division of Sewerage and Drainage; and

 

WHEREAS, the Division of Sewerage and Drainage recommends an award be made to the lowest responsive, responsible and best bidder Sullivan Environmental Technologies, Inc. for all items; and

 

WHEREAS, the Southerly Wastewater Treatment Plant will use the Yeomans Scum Ejector Parts for pumping water for various processes throughout the wastewater treatment plant as required by federal and state standards; and 

 

WHEREAS, this ordinance authorizes the expenditure of $101,792.00, or so much thereof as may be needed, for the purchase of mobile vehicle column lifts; and

 

WHEREAS, it has become necessary in the usual daily operation of the Department of Public Utilities to authorize the Director of Finance and Management to enter into a contract with Sullivan Environmental Technologies, Inc. in accordance with the terms, conditions and specifications of Solicitation Number RFQ024617 on file in the Purchasing Office; now, therefore,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of the Department of Finance and Management be and is hereby authorized to establish a contract with Sullivan Environmental Technologies, Inc. for the purchase of Yeomans Scum Ejector Parts in accordance with RFQ024617 specifications on file in the Purchasing Office.

 

SECTION 2.  That the expenditure of $101,792.00, or as much thereof as may be needed, is hereby authorized in Fund 6100 (Sewer Operating Fund); in Object Class 02 Materials and Supplies per the accounting codes in the attachment to this ordinance.

 

SECTION 3.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 4.  That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
