Explanation
This ordinance authorizes awarding $12,566.00 in summer programming funds to 934 Inc. 934 Inc. is a 501(c)(3) nonprofit arts organization whose mission is to provide relevant programming as a publicly accessible arts anchor within the neighborhood fabric of Milo-Grogan. It strives to foster an interest in the arts among all ages in the local community; provide a space for programming that showcases the skills of emerging visual and performance artists; and provide established artists recognition among the greater community. Funding authorized by this ordinance will go towards providing the 2023 934 Digital Garage Youth Summer Design Thinking Camp. This program is a five week summer STEM camp for Columbus high school students, facilitated by the 934 Inc. Pedagogy Committee and local experts.
The services being offered by 934 Inc. cannot be provided by existing city employees as they are outside the scope of the City’s current responsibility and capacity.
This ordinance also authorizes entering into contract with the above-named nonprofit organization for the above-described services. The term of this contract will begin on the date of a confirmed of a purchase order and will end on December 31, 2023.
Finally, this ordinance authorizes the expenditure of $12,566.00 from the Information Services Operating Fund for the above described purpose.

Funds for this transaction will be available in the Information Services Operating Fund with passage of companion ordinance 1542-2023.

Body
WHEREAS, the Department of Technology desires to enter into a non-profit service contract with 934 Inc. to help fund summer 2023 programming; and
WHEREAS, funds for the above-described contract are budgeted and available for the above-mentioned purpose in the Information Services Operating Fund; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Technology in that it is immediately necessary to authorize the Director to enter into a non-profit contract with 934 Inc. to assist with funding for summer 2023 and programming opportunities all for the immediate preservation of the public health, peace, property, safety, and welfare; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1: That the Director of the Department of Technology be and is hereby authorized to enter into a non-profit service contract with 934 Inc. for summer 2023 programming opportunities, the term of which will begin on the date of a confirmed purchase order by the City Auditor’s Office and end on December 31, 2023.
SECTION 2: That the expenditure of up to $12,566.00 or so much thereof as may be needed, is hereby authorized in the Information Services Operating fund, as illustrated in the attachment to this ordinance. (see 1544-2023EXP)
SECTION 3: That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 4: That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this legislation.
SECTION 5: That this agreement is awarded pursuant to the relevant provisions of Chapter 329 of City Code relating to the process for awarding not-for-profit service agreements.
SECTION 6: That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
