Explanation

 

Background: This ordinance amends ordinance 0098-2023. As a result of a change in ownership, tax identification number, and vendor profile, the principal party shall change from Applied Geographics DBA AppGeo to The Sanborn Map Company DBA AppGeo.

Emergency Justification: Emergency action is requested in order to execute the contract modification authorized by 0098-2023 as the project is in the reporting phase and there is a need to avoid delays in the completion of the additional deliverables so they can be presented to leaders across the City and the County jurisdictions. 

 

Fiscal Impact: The expenditure of $122,910.00 was legislated for the Urban Tree Canopy Assessment 2022 Project by Ordinance 2040-2021. This ordinance will provide funding that will modify the previously authorized amount by $15,000.00. $15,000.00 is budgeted and available in the Recreation and Parks Special Purpose Fund 2223, Green Projects Subfund 222355 to meet the financial obligations of this contract modification, as authorized by Ordinance 0098-2023. The aggregate total amount authorized, including this modification, is $137,910.00.

To amend ordinance 0098-2023 to authorize the Director of the Recreation and Parks Department to enter into a contract modification, in the amount of $15,000.00, with The Sanborn Map Company DBA AppGeo instead of Applied Geographics DBA AppGeo for the Urban Tree Canopy Assessment 2022 Project; and to declare an emergency. ($15,000.00)

WHEREAS, it is necessary amend ordinance 0098-2023 to authorize the Director of the Recreation and Parks Department to enter into a contract modification with The Sanborn Map Company DBA AppGeo instead of Applied Geographics DBA AppGeo for the Urban Tree Canopy Assessment 2022 Project; and

 

WHEREAS, an emergency exists in the usual daily operations of the Recreation and Parks Department in that it is immediately necessary to authorize the Director of Recreation and Parks to execute the contract modification authorized by 0098-2023 with Applied Geographics as the project is in the reporting phase and there is a need to avoid delays in the completion of the additional deliverables so they can be presented to leaders across the City and the County jurisdictions, all for the preservation of the public health, peace, property, safety, and welfare and, NOW, THEREFORE

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That Ordinance 0098-2023 is hereby amended to authorize the Director of the Recreation and Parks Department to enter into a contract modification, in the amount of $15,000.00, with The Sanborn Map Company DBA AppGeo instead of Applied Geographics DBA AppGeo for the Urban Tree Canopy Assessment 2022 Project.

 

SECTION 2. That all other provisions within ordinance 0098-2023 shall remain the same.

 

SECTION 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
