Explanation

This ordinance authorizes the City Clerk to enter into a grant agreement with L.E.A.D. With Purpose, a non profit entity, for the support of their Summer Youth Academy for Black Girls program.

 

L.E.A.D. With Purpose is a 501C3 organization founded in 2019 with the motto of Cultivating Leadership, Empowerment, Adaptability, and Discipline through Intentionality and Purpose. The mission is to offer substantive programming, training, workshops, and opportunities which foster leadership, self-confidence, personal value, and progressive decision-making.

 

The L.E.A.D. With Purpose Summer Youth Academy for Black Girls teaches and enhances effective leadership skills, self-confidence, personal value, progressive decision making, effective goal setting, positive attitudes, healthy relationship building, and life skills through mentoring, training, social entrepreneurship, academic excellence, and community engagement.

 

Participants engage in various activities during the summer academy. Program activities include daily mindfulness, morning “tea,” journaling, field trips, arts and crafts, group projects, community service, workshops, critical thinking, affirmation circles, fitness and wellness, a talent showcase and graduation.

 

Emergency action is necessary to ensure funding is available in advance of the Summer Academy starting in July.

 

Fiscal Impact: Funding is available within the Neighborhood Initiatives subfund.

Body

WHEREAS, L.E.A.D. With Purpose is a 501C3 organization founded in 2019 with the motto of Cultivating Leadership, Empowerment, Adaptability, and Discipline through Intentionality and Purpose; and

 

WHEREAS, the L.E.A.D. With Purpose Summer Academy for Black Girls will demonstrate that when regularly exposed to culturally relevant, gender specific, and impactful programming, Black girls not only thrive, but also demonstrate enthusiasm toward participation in leadership opportunities; and

 

WHEREAS, the target audience is Black girls ages 12-16 residing in Columbus, Ohio who reside in City of Columbus priority neighborhoods; and

 

WHEREAS, an emergency exists in the usual daily operation of the Clerk's Office in that it is immediately necessary to authorize a grant agreement with L.E.A.D. With Purpose for the support of their Summer Youth Academy for Black Girls program thereby preserving the public health, peace, property, safety and welfare;  NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the City Clerk is authorized to enter into a grant agreement with the not-for-profit L.E.A.D. With Purpose for the support of their Summer Youth Academy for Black Girls program.

 

SECTION 2. That the City Auditor is authorized and directed to appropriate $8,000.00 in the Neighborhood Initiatives subfund, fund 1000, subfund 100018, to Columbus City Council per the accounting codes in the attachment to this ordinance.

 

SECTION 3. That the expenditure of $8,000.00 or so much thereof as may be needed pursuant to the action authorized in SECTION 1, is authorized in the Neighborhood Initiatives subfund, fund 1000, subfund 100018, per the accounting codes in the attachment to this ordinance.

 

SECTION 4. That the funds necessary to carry out the purpose of this ordinance are deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 6. That for the reason stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
