Explanation

BACKGROUND:

This legislation authorizes the Director of Human Resources to enter into contract with GovInvest, Inc. and further authorizes the expenditure of $175,900.00.
In 2023, the Human Resources Department/Labor Relations Division, with the assistance and consultation of the Department of Technology, went out to bid via RFP 023724 for software to assist with labor costing scenarios due to union contract negotiations. Software is necessary to allow the Department of Human Resources to accurately and efficiently project future labor costing scenarios during contract negotiations. The RFP process was conducted in accordance with Columbus City Code Chapter 329. The Department of Human Resources reached out to the Office of Diversity and Inclusion (ODI) regarding a potential DBE participation goal for this contract, but ODI made the determination to decline to assign a participation goal to this RFP.
The RFP team reviewed five proposals and interviewed the top three finalists. The five proposals were submitted by the following firms:
1. Bargaining Power Inc.
2. GovInvest, Inc.
3. Neubrain, LLC
4. Payscale, Inc.
5. TrueComps, LLC
After careful consideration and evaluation, GovInvest, Inc., was selected by the RFP Team for the firm’s referenced projects, experience, qualifications, availability, timeline, and project approach.
GovInvest, Inc. is an approved vendor with the City, with vendor compliance number CC-042781, expiration date 08/22/2024. The contract term is for a 3 year term, with two (2) one (1) year optional renewals. This represents year one of the three year contract.
Emergency action justification: Emergency action is requested to ensure the software can be used as soon as possible as union contract negotiations are currently ongoing, with additional negotiations scheduled to begin in July 2023, and it is of paramount importance that the Human Resources Department/Labor Relations Division have accurate projections for labor costi...
