Title: To authorize the Finance and Management Director to enter into two (2) Universal Term Contracts for the option to purchase Combination Lock Boxes and Trigger Locks with Vance Outdoors Inc. and Elite Textile Trading LLC ; to authorize the expenditure of $2.00; and to declare an emergency. Explanation

BACKGROUND: This legislation authorizes the Finance and Management Director to establish two (2) Universal Term Contracts (UTCs) for the option to purchase Combination Lock Boxes and Trigger Locks with Vance Outdoors Inc., and Elite Textile Trading LLC. The Columbus Public Health Department is the primary user for combination lock boxes and cable locks used for the gun safety initiative program. The term of the proposed option contracts would be approximately two (2) years, expiring June 30, 2025 with the option to renew for one (1) additional year. The Purchasing Office opened formal bids on June 2, 2023. In addition, the expenditure of $2.00 is hereby authorized from General Budget Reservation BRPO002253.

The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of Section 329.06 relating to competitive bidding (Request for Quotation No. RFQ024943).

Elite Textile Trading LLC appears low bidder on Item 1. However, they quoted an alternate item that does not meet specifications. Item 1 awarded to Vance Outdoors Inc.

The Purchasing Office is recommending award to the overall lowest, responsive, responsible and best bidders as follows:

Vance Outdoors Inc., CC# 009245, expires 4/10/2025, Item 1, $1.00
Elite Textile Trading LLC, CC# 027169, expires 3/9/2024, Item 2, $1.00
Total Estimated Annual Expenditure: $60,000.00, Columbus Public Health Department, Primary user

Emergency Designation: The Finance and Management Department respectfully requests this legislation to be considered an emergency ordinance because there is an immediate need to purchase lock boxes and trigger locks for the gun safety initiative program to ensure these items are available to give to the public.

These companies are not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certifi...
