Title: To approve the Memorandum of Understanding (MOU) #2023-02 executed between representatives of the City and Fraternal Order of Police, Ohio Labor Council Inc. (OLC), which amends the Contract to provide training, retention and recruitment payments to all full-time employees in the 911 Emergency Communications Specialist job classification; and to declare an emergency.

Explanation

Section 2.4 of the Collective Bargaining Contract (“Contract”) dated September 1, 2021 through September 1, 2024, between the City and the Fraternal Order of Police, Ohio Labor Council Inc. (OLC), requires that any modifications to the Contract be agreed to between the parties. Memorandum of Understanding (MOU) #2023-02 has been executed by the parties. MOU #2023-02 amends the Contract by providing training, retention and recruitment payments to all full-time employees in the 911 Emergency Communications Specialist job classification in the Department of Public Safety as follows:

TRAINING PAYMENT
All full-time employees classified as a 911 Emergency Communications Specialists who are assigned to teach a class of employees in a classroom, are assigned to train a new supervisor trainee, or are assigned to be the Communications Training Officer Coordinator (COTC) during the period of January 1, 2022 through June 6, 2023, shall receive a one-time lump sum payment of $2,500.00 to be paid in the pay period ending December 23, 2023.

RETENTION & RECRUITMENT PAYMENT

1. All full-time 911 Emergency Communication Specialists employed through the pay period ending July 8, 2023 shall receive a onetime payment of $1,000, less applicable withholdings, to be paid in the subsequent pay period.
2. All full-time 911 Emergency Communications Specialists employed through the pay period ending October 14, 2023 shall receive a onetime payment of $1,000, less applicable withholdings, to be paid in the subsequent pay period.
3. All full-time 911 Emergency Communications Specialists employed through the pay period ending December 9, 2023 shall receive a onetime payment of $2,000, less applicable withholdings, to be paid in the subsequent pay period.

The passage of this ordinance indicates City Council’s approval of MOU #2023-02, a copy of which is attached hereto.

Emergency action is recommended in order to allow for expedient implementation of the terms of the MOU.
