Explanation

 

Background:  This ordinance authorizes the Director of the Recreation and Parks Department to enter into a grant agreement with the Columbus Recreation and Parks Foundation (CRPF), for the period of April 1, 2024 through March 31, 2025 in the amount of $130,000.00.  This grant shall be paid in advance.  This support is in accordance with the relevant provision of City Code Section 111.14 that relates to grant awards.

 

The Columbus Recreation and Parks Foundation is a private, not-for-profit organization that exists to further the mission of the Columbus Recreation and Parks Department (CRPD): to connect the people of our community through the power of nature, wellness, and creativity.  The organization’s purpose is to support the philanthropic initiatives of CRPD. The CRPF works together with the department, community stakeholders, and the City of Columbus to ensure all residents have access to recreational programs, facilities, places, and spaces that make their lives and communities great.

Fiscal Impact:  $130,000.00 is budgeted and available from within the Recreation and Parks Operating Fund 2285 to meet the financial obligations of this agreement. This legislation is contingent upon passage of Ordinance 3012-2023. No other funds will be used.

To authorize the Director of the Recreation and Parks Department to enter into a grant agreement with the Columbus Recreation and Parks Foundation; to authorize the transfer and appropriation of $130,000.00 from the 03 object class to 05 object class within the Recreation and Parks operating fund; and to authorize the expenditure of $130,000.00 from the Recreation and Parks Operating Fund. ($130,000.00)

WHEREAS, it is necessary to authorize and direct the Director of the Recreation and Parks Department to enter into a grant agreement with the Columbus Recreation and Parks Foundation; and

 

WHEREAS, it is necessary to authorize the transfer and appropriation of $130,000.00 from the 03 to the 05 object class within the Recreation and Parks Operating Fund; and

 

WHEREAS, it is necessary to authorize the expenditure of $130,000.00 from the Recreation and Parks Operating Fund 2285 contingent upon the passage of the 2024 City of Columbus operating budget; and

 

WHEREAS, this agreement will provide financial support to the Columbus Recreation and Parks Foundation; and

 

WHEREAS, this contract is awarded pursuant to the provision of Section 111.14 that relates to grant awards; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of the Recreation and Parks Department is hereby authorized and directed to enter into a grant agreement with the Columbus Recreation and Parks Foundation.

 

SECTION 2.  That the City Auditor is authorized to transfer $130,000.00 between object class 03 and object class 05 within the Recreation and Parks Operating Fund.

 

SECTION 3. That, contingent upon the passage of the 2024 City of Columbus operating budget, the expenditure of $130,000.00, or so much thereof as may be necessary, be and is hereby authorized from the Recreation and Parks Operating Fund 2285 per the accounting codes in the attachment to this ordinance.

 

SECTION 4. That this contract is awarded pursuant to the provision of Section 111.14 that relates to grant awards.

 

SECTION 5. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 6. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 7.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
