Explanation

 

Background: This ordinance will authorize the Director of Recreation and Parks to enter into year two (2) of a three (3) year contract with V.A.T., Inc. for bus transportation services.  The 3-year contract was authorized on Ordinance 0757-2023 subject to annual appropriations and approval of contract by the Columbus City Council.  This ordinance will authorize the expenditure of $158,100.00 for the second year of the contract covering the period of May 1, 2024 through April 30, 2025.  $18,600.00 of the funding will come from youth programming designated funds from the City’s American Rescue Plan Act (ARPA) fund 2209 under the Youth Summer Programming project. 

 

                     The contract is necessary to provide safe and reliable transportation services to youth and adult participants in various Columbus Recreation and Parks programs and camps taking place throughout the year. 

 

                     Vendor Bid/Proposal Submissions:

Proposals were advertised through Vendor Services on RFQ023855, in accordance with City Code Chapter 329. Proposals were received on February 8, 2023 from the following vendors:

Fiscal Impact:

The amount of $139,500.00 is budgeted and available from within the Recreation and Parks Operating Fund 2285 and $18,600 is budgeted in the ARPA Fund 2209 to meet the financial obligations of this contract. This legislation is contingent upon passage of Ordinance 3012-2023

WHEREAS, it is necessary for the Director of Recreation and Parks Department to enter into year two (2) of a three (3) year contract with V.A.T. Inc, May 1, 2024 through April 30, 2025, for the provision of transportation for various Columbus Recreation and Parks programs and camps; and

 

WHEREAS, Ordinance 0757-2023 authorized the full 3-year contract from May 1, 2023 - April 30, 2026; and

 

WHEREAS, it is necessary to authorize the expenditure of $139,500.00 from the Recreation and Parks Operating Fund 2285 and $18,600.00 from the American Rescue Plan Fund 2209; and

 

WHEREAS, this ordinance is contingent upon the passage and issuance of the 2024 Recreation and Parks operating budget; NOW, THEREFORE,

 

BE IT ORDAINED BY THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Recreation and Parks is hereby authorized to enter into year two (2) of a three (3) year contract with V.A.T. Inc. beginning May 1, 2024 and ending April 30, 2025, for the provision of transportation services.

 

SECTION 2.  That the expenditure of $139,500.00 or so much thereof as may be necessary to pay the cost thereof, be and is hereby authorized from the Recreation and Parks Operating Fund 2285 and $18,600 from the American Rescue Plan Fund 2209 per the account codes in the attachment to this ordinance; contingent upon passage of Ordinance 3012-2023

 

SECTION 3. That the City Auditor is authorized to make any changes to revise the funding source for any contract or contract modifications associated with this ordinance.

SECTION 4.  That this ordinance is contingent upon the passage of the 2024 Recreation and Parks operating budget.

 

SECTION 5.  That the funds necessary to carry out the purpose of this ordinance are deemed appropriated and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 6.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
