Explanation

 

BACKGROUND: This legislation authorizes the Director of the Department of Development to enter into a grant agreement with the Nationwide Children's Hospital Foundation in an amount up to $40,000.00 to improve outcomes for children and families by creating healthy, opportunity-rich communities.  Funding will be advanced to the agency on a predetermined schedule, and this ordinance is contingent on the passage of the 2024 Operating Budget, Ordinance 3011-2023.

 

Economic wellbeing, neighborhood revitalization, and the overall health and wellbeing of our citizens, and communities is critical to the future success of the Columbus region. Numerous anchor institutions and other key stakeholder organizations in the region are focused on efforts to improve these things in the region’s most marginalized neighborhoods. All too often, however, the efforts are productive, but not well coordinated with other initiatives across the region.

 

With the launch of its most recent strategic plan in 2020, Nationwide Children’s Hospital (NCH) chose to launch an effort designed to facilitate alignment of these efforts in a better manner, especially relating to economic development and neighborhood revitalization. To do so, NCH, under the umbrella of its Healthy Neighborhoods Healthy Families Program (HNHF), brought together a group of key stakeholder organizations and individuals with focused efforts in these two areas across the region, and with a particular focus on the Linden neighborhood.

 

This collaborative entity, the Community Impact Council (CIC) was designed to serve as both an advisory committee and a collaboration vehicle to ensure that duplication is kept to a minimum and coordination across efforts is maximized. The initial focus of the CIC has been on the Linden neighborhood with the intent being to build models that can be deployed across the region.

 

For effective work to take place, the voice of the community itself must also be present from the onset, and the needs and interests of the community must be represented throughout the process. Therefore, the CIC was initiated with influential members of the community working side by side with the key stakeholder organizations from the beginning. In conjunction with these efforts, NCH itself has made a commitment to expand its own community efforts and broaden the depth and breadth of the programs and initiatives under the HNHF moniker, specifically as relates to economic and workforce development.

 

The high-priority areas of focus were established as:

a. Business & Entrepreneurship Support and Ecosystem Development

b. Workforce Development

c. Youth Development

d. Community Investment/Corridor Development

 

In order to accomplish on-going management and operations of the CIC and its efforts, it is requested that the City of Columbus contribute $40,000 through the grant agreement specified in this ordinance.

 

FISCAL IMPACT: The funding of $40,000.00 has been allocated from the Economic Development Division’s 2024 General Fund Budget, but will require a transfer from Object Class 03 to Object Class 05, and this ordinance is contingent on the passage of the 2024 Operating Budget, Ordinance 3011-2023.

 

CONTRACT COMPLIANCE:  The vendor’s contract compliance number is 029921 and expires on 11/29/2025.

WHEREAS, funding will be advanced to the agency on a predetermined schedule; and NOW, THEREFORE,

 

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

 

SECTION 1.  That the Director of the Department of Development is hereby authorized to enter into a grant agreement with the Nationwide Children's Hospital Foundation in an amount up to $40,000.00 to improve outcomes for children and families by creating healthy, opportunity-rich communities, and is authorized to advance funds per a schedule to be included in the agreement.

 

SECTION 2.  That the transfer of $40,000.00 or so much thereof as may be needed, is hereby authorized within Fund 1000 (General Fund), from Dept-Div 44-02 (Economic Development), object class 03 (Services) to Dept-Div 44-02 (Economic Development), object class 05 (Other Expenditures) per the account codes in the attachment to this ordinance.

 

SECTION 3. That for the purpose stated in Section 1, the expenditure of $40,000.00 or so much thereof as may be needed, is hereby authorized in Fund 1000 (General Fund), Dept. 44-02 (Economic Development),  in object class 05 (Other Expenditures) per the accounting codes in the attachment to this ordinance.

SECTION 4.  Funds are hereby deemed appropriated and expenditures and transfers authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 6.   That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
