Explanation

 

BACKGROUND:   This ordinance authorizes the Board of Health to modify an existing contract with Life Sparx LTD dba The MORE Life Partnership for trauma services by extending the contract period from an end date of March 31, 2024 to a new end date of August 31, 2024.

 

This is the second modification to the original underlying contract authorized by Ordinance 0748-2022. The first modification to increase the original contract amount and extend the end date was authorized by Ordinance 0965-2023.

 

Columbus Public Health has a need to continue trauma services with established faith based organizations to communities in need. The services continued by this partnership include: counseling and therapy services, incidental supplies to communities in need, space rental for therapy services, and salary for project manager, outreach campaigns, outreach events and group sessions.

 

Life Sparx LTD is a nonprofit entity and is exempt from contract compliance certification.

 

Emergency action is being requested in order to approve this ordinance prior to the current contract end date of March 31, 2024 and allowing these essential trauma counseling and grief support services to continue uninterrupted for our most vulnerable communities.

 

FISCAL IMPACT:  No new expenditures will be obligated by this ordinance. ($0.00)

To authorize the Board of Health to modify an existing contract with Life Sparx LTD dba The MORE Life Partnership for trauma services; and to declare an emergency.  ($0.00).

 

Body

 

WHEREAS, the Board of Health has a need for continued trauma services with established faith based organizations; and

 

WHEREAS, Life Sparx LTD dba The MORE Life Partnership has the expertise and resources required to carry out these services; and

 

WHEREAS, the Board of Health has a need to modify an existing contract with Life Sparx LTD dba The MORE Life Partnership by extending the contract period from an end date of March 31, 2024 to a new end date of August 31, 2024; and

 

WHEREAS, an emergency exists in the usual daily operation of the Columbus Public Health in that it is immediately necessary to authorize the Board of Health to modify an existing contract with Life Sparx LTD dba The MORE Life Partnership in order to approve this ordinance prior to the current contract end date of March 31, 2024 and allow these essential trauma counseling and grief support services to continue uninterrupted for our most vulnerable communities, all for the immediate preservation of the public health, peace, property, safety and welfare; NOW THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Board of Health is hereby authorized  to modify an existing contract with Life Sparx LTD dba The MORE Life Partnership by extending the contract period from an end date of March 31, 2024 to a new end date of August 31, 2024.

 

SECTION 2.  That this contract is in compliance with Chapter 329 of the Columbus City Code.

 

SECTION 3.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 4.  That the City Auditor is authorized to make any accounting changes necessary to ensure that these contract modifications are properly accounted for and recorded accurately on the city's financial records.

 

SECTION 5.  That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
