Title: To authorize the Director of Recreation and Parks to enter into a grant agreement with the State of Ohio, Department of Development, Office of Energy and Environment (OEE) for the Blackburn Park and Alum Industrial Energy Efficiency Grant Project and accept a grant in the amount of $156,193.00; to authorize the appropriation of $156,193.00 in the Recreation and Parks Grant Fund; and to declare an emergency. Explanation

Background: This ordinance authorizes the Director of the Recreation and Parks Department to enter into a grant agreement with the State of Ohio, Department of Development, Office of Energy and Environment (OEE) for the Blackburn Park and Alum Industrial Energy Efficiency Grant Project. This ordinance will also authorize the appropriation of the grant in the amount of $156,193.00.

The State of Ohio, Department of Development, Office of Energy and Environment (OEE) accepted the Recreation and Parks application for the energy efficiency program. OEE administers statewide grant funding to local governments for projects that provide lighting upgrades that result in energy savings. In July of 2023, Recreation and Parks applied for energy efficiency Funds through the Office of Energy and Environment’s Infrastructure Investment and Jobs Act State Energy Efficiency Program, Ordinance 2095-2023. This grant will be used towards the building automated controls upgrades in the Blackburn Community Center and the Alum Industrial maintenance facility.

These projects will install updated building automated system controls that will aide in the department's effort to comply with the City's Energy Management and Climate Action Plans. Thirty-two of forty-six Recreation and Parks facilities have been updated and integrated into an operational interface. The operational interface is currently projecting more than a 40% reduction of the Recreation and Parks energy footprint. Blackburn Community Center and the Alum Industrial facility are two of the remaining fourteen facilities without these upgrades.
