Explanation

BACKGROUND:  This ordinance authorizes the Director of the Department of Public Safety to enter into contract with K.N.S. Services Inc. and MCIS, Inc. for the Neighborhood Safety Cameras Project.  K.N.S. Services, Inc. will provide labor and installation services for the neighborhood safety cameras to be placed in the public right-of-way abutting the Southpark Apartments complex.  MCIS, Inc. will provide engineering and labor services to deliver wireless communications in support of these new camera sites.

 

The Neighborhood Safety Cameras Project has been a successful policing strategy for the City of Columbus. The Division of Police uses these cameras as a tool to increase their ability to monitor criminal behavior and provide safety in our neighborhoods.  Neighborhood selection is driven by crime data, input from police officers, infrastructure, potential impact on criminal activity and, most importantly, neighborhood support. During the most recent twelve month reporting period, there were 923 Calls for Service to the Southpark Apartments, including twenty-six Felony Offenses of Violence and three Drug Overdoses.  The City of Columbus brought a nuisance abatement lawsuit against Southpark in 2022.  As a part of the agreed order that resulted from that lawsuit, the owners of the complex have made a significant investment in the safety infrastructure on their property.  Installing safety cameras in the right-of-way abutting Southpark will significantly enhance that investment and increase the safety and quality of life of the residents.

 

BID WAIVER:  K.N.S. Services Inc. and MCIS, Inc. are the current vendors for the Neighborhood Safety Cameras Project and have the specialized knowledge and experience needed to install and connect these new cameras.

 

CONTRACT COMPLIANCE INFORMATION:  The contract compliance number for K.N.S. Services Inc. is CC005443 and expires 2/22/25.  The contract compliance number for MCIS, Inc. is CC009642 and expires (pending update).

 

FISCAL IMPACT:  Funding in the amount of $200,000.00 is available and appropriated within the Safety G.O. Bonds Fund, Fund 7701. An amendment to the 2023 Capital Improvements Budget is required, along with a transfer of cash and appropriation, to establish sufficient budget authority for this project and to align spending with the proper project.

Services Inc. and MCIS, Inc. for the Neighborhood Safety Cameras Project; to waive the competitive bidding requirements of Columbus City Code; and to authorize the expenditure of $200,000.00 from the Safety G.O. Bonds Fund for this project. ($200,000.00)

 

Body

WHEREAS, the Department of Public Safety is engaged in the Neighborhood Safety Cameras project; and 

 

WHEREAS, the work for this project consists of labor and installation services for neighborhood safety cameras, along with engineering and labor services to deliver wireless communications in support of these new camera sites; and

 

WHEREAS, Neighborhood selection is driven by crime data, input from police officers, infrastructure, potential impact on criminal activity and, most importantly, neighborhood support; and

 

WHEREAS, the Southpark Apartments were selected for camera placement due to the high number of Calls for Service over the most recent 12 month reporting period, the serious nature of those calls, and the recent investment the complex owners have made in the safety infrastructure on their property; and

 

WHEREAS, K.N.S. Services Inc. will provide labor and installation services for these new neighborhood safety cameras; and

 

WHEREAS, MCIS, Inc. will provide engineering and labor services to deliver wireless communications in support of these new camera sites; and

 

WHEREAS, the Department of Public Safety requires funding to be available for the Neighborhood Safety Cameras project; and

 

WHEREAS, it is necessary to amend the 2023 Capital Improvement Budget to establish authority within the correct project; and

 

WHEREAS, it is necessary for Council to authorize a transfer of funds and appropriation within Fund 7701, the Safety G.O. Bonds Fund, to establish sufficient cash to pay for the project; and

 

WHEREAS, it is necessary to authorize an expenditure from Fund 7701, the Safety G.O. Bonds Fund, for the project; and

 

WHEREAS, a bid waiver is necessary for this project due to the specialized knowledge and experience of our current Neighborhood Safety Cameras project vendors, K.N.S. Services Inc. and MCIS, Inc.; and

 

WHEREAS, it has become necessary in the usual daily operation of the Department of Public Safety to authorize the Director of the Department of Public Safety to enter into contract with K.N.S. Services Inc. and MCIS, Inc. for installation of neighborhood safety cameras in the public right-of-way abutting the Southpark Apartment complex; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the 2023 Capital Improvements Budget authorized by ordinance 1711-2023 be amended as follows to establish sufficient authority for this project:

SECTION 2. That the transfer of $200,000.00, or so much thereof as may be needed, is hereby authorized within Fund 7701 (Safety G.O. Bonds Fund) per the account codes in the attachment to this ordinance.

 

SECTION 3. That the Director of the Department of Public Safety be and is hereby authorized to enter into contract with K.N.S. Services Inc., 8450 Rausch Dr., Plain City, OH 43064, for the Neighborhood Safety Cameras project in the amount of up to $107,496.25 (up to $115,000.00 if contingency funds are used).

 

SECTION 4. That the Director of the Department of Public Safety be and is hereby authorized to enter into contract with MCIS, Inc., 6550 New Tampa Hwy/Ste. B, Lakeland, FL 33815, for the Neighborhood Safety Cameras project in the amount of up to $85,000.00 (up to $92,503.75 if contingency funds are used).

 

SECTION 5. That the amount of $7,503.75 in contingency funding be and is hereby encumbered to be used with either vendor.

 

SECTION 6. That this Council finds it to be in the best interests of the City to waive the relevant provisions of Chapter 329 of City Code relating to Competitive bidding for this purchase and does hereby waive the same.

 

SECTION 7.  That the expenditure of $200,000.00, or so much thereof as may be needed, is hereby authorized in Fund 7701 (Safety G.O. Bonds Fund), Dept-Div 3001 (Public Safety Director's Office), Project P310003-100001 (Neighborhood Safety Cameras), in Object Class 06 (Capital Outlay) per the accounting codes in the attachment to this ordinance.

 

SECTION 8.  That funds are hereby deemed appropriated and expenditures and transfers authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 9.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 10.  That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.

 

SECTION 11.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
