Explanation

 

BACKGROUND:   This ordinance authorizes the Board of Health to enter into a contract with Calm.com Inc. for mental health and well-being services for an amount not to exceed $67,783.92 and to waive the bidding requirements of City Code 329.

 

Calm was selected amongst seven potential vendors to provide mental health and well-being resources to Columbus Public Health employees. We have chosen Calm as our preferred vendor due to its exceptional standing as the highest-rated mental health app. With over 100 million downloads, Calm has demonstrated widespread user satisfaction and trust. The extensive user base signifies the app's effectiveness in delivering mental health and well-being solutions. This service is supported and approved under Strategy A1 of the Public Health Infrastructure Grant as a significant investment in workforce engagement, well-being, and other related programs and services, to assist with retention and help improve emotional, mental, and physical health outcomes of staff.

 

The contract period is from April 1, 2024 through March 31, 2027.

 

The contract compliance number for Calm.com Inc. is CC-048226.

 

The Board of Health is requesting approval to waive the bidding requirements of City Code 329 and award this contract to Calm.com Inc. based on the unique services that they provide.

 

Emergency action is being requested in order to meet grant deliverables by not delaying the start of this contract. Any delay could result in reimbursement for services not being allowed per the grantor. 

 

FISCAL IMPACT:  Expenditures to provide these services are budgeted in the Strengthening U.S. Public Health Infrastructure Grant within the Health Departments Grants Fund, Fund No. 2251. ($67,783.92)

 

Title

 

To authorize the Board of Health to enter into a sole source contract with Calm.com Inc. for mental health and well-being services; to authorize an expenditure from the Health Departments Grants Fund to pay the costs thereof; and to declare an emergency.  ($67,783.92).

 

Body

 

WHEREAS, The Board of Health has a need for mental health and well-being services and;

 

WHEREAS, Calm.com Inc. has the expertise required to carry out those services; and

 

WHEREAS, an emergency exists in the usual daily operation of Columbus Public Health in that it is immediately necessary to authorize the Board of Health to enter into a contract with Calm.com Inc., for mental health and well-being services, in order to meet grant deliverables by not delaying the start of the contract of April 1, 2024, all for the immediate preservation of the public health, peace, property, safety and welfare; and NOW THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Board of Health is hereby authorized to enter into a contract with Calm.com Inc. for mental health and well-being services in an amount not to exceed $67,783.92 for the period of April 1, 2024 through March 31, 2027.

 

SECTION 2.  That to pay the costs of said contract, the expenditure of $67,783.92 is hereby authorized from the Health Departments Grants Fund, Fund No. 2251, Department 50, Division 5001, per the accounting codes attached to this ordinance.

 

SECTION 3.  That the bidding requirements as outlined in Chapter 329 of the Columbus City Code are hereby waived based on the unique services provided by the vendor and that the contract is compliance with all other provisions of Chapter 329 of the Columbus City Code.

 

SECTION 4.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance and to make any accounting changes necessary to ensure that this contract is properly accounted for and recorded accurately on the City's financial records.

 

SECTION 6.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
