Title: To authorize the appropriation of $373,717.53 from a combination of FY 2016 HOME Investment Partnerships Program (HOME) grant funding from the U.S. Department of Housing and Urban Development (HUD) ($371,102.60) and from the 2017 HOME grant funding ($2,614.93). To authorize that for any of the HOME grants, that the Department of Development Grants Fiscal Manager can request that funds be moved between dept./division/object classes as needed; and to authorize that for any of the HOME Grants the appropriation of any program income is allowable upon request by the Department of Developments Grants Fiscal Manager. Explanation

 

Background:  This ordinance authorizes the appropriation of $373,717.53 from a combination of the FY 2016 HOME Investment Partnerships Program (HOME) grant funding from the U.S. Department of Housing and Urban Development (HUD) ($371,102.60) and from the 2017 HOME grant funding ($2,614.93). 

 

This legislation represents appropriation for the HOME portion of the 2016 Action Plan, per Ordinance 2397-2015 and the 2017 Action Plan ordinance 2555-2016.

 

 

Fiscal Impact:  Funds in the amount of $373,717.53 for this appropriation are supported by the HOME entitlement award from the U.S. Department of Housing and Urban Development (HUD) 2016 HOME Grant (G451600) and the 2017 HOME Grant (G451700).

 

 

Title

Body

 

WHEREAS, the City of Columbus is a participating jurisdiction of the U.S. Department of Housing and Urban Development; and

 

WHEREAS, the City of Columbus is the recipient of HOME Investment Partnerships funds from the U.S. Department of Housing and Urban Development; and

 

WHEREAS, the Columbus City Council has approved the 2016 Action Plan, per Ordinance 2397-2015 and the 2017 Action Plan, per Ordinance 2555-2016, as required by HUD; and

 

WHEREAS, it is necessary to authorize that appropriation within any of the HOME Grants can be moved between dept./division/object classes, as needed upon request by the Grants Fiscal Manager.

 

WHEREAS, it is necessary that program income from any of the HOME Grants is authorized to be appropriated upon request by the Grants Fiscal Manager

 

WHEREAS, it is necessary to appropriate funds for the Department of Development’s Housing Division from both FY 2016 HOME Investment Partnerships Program ($371,102.60, Fund 2201, Project G451600) and from FY 2017 HOME grant ($2,614.93, Fund 2201, G451700); and  NOW, THEREFORE,

 

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

 

Section 1. That from the unappropriated monies in Fund 2201 (HOME Investment Partnerships Program) and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the grant period, the sum of $371,102.60 is appropriated in Fund 2201 (HOME Investment Partnerships Program), Dept-Div 44-10 (Housing), Project G451600, Object Class 05 (Other).

 

Section 2. That from the unappropriated monies in Fund 2201 (HOME Investment Partnerships Program) and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the grant period, the sum of $2,614.93 is appropriated in Fund 2201 (HOME Investment Partnerships Program), Dept-Div 44-10 (Housing), Project G451700, Object Class 05 (Other).

 

SECTION 3.  Funds are hereby deemed appropriated and expenditures and transfers authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 4.  At the end of the grant period, any repayment of unencumbered balances required by the grantor is hereby authorized and any unused City match monies may be transferred back to the City fund from which they originated in accordance with all applicable grant agreements.

 

SECTION 5. That for any of the Home Investment Partnership Program grants, program income is authorized to be appropriated upon request by the Department of Development Grants Fiscal Manager. 

 

SECTION 6.  That this ordinance also authorizes that any appropriation within the HOME Investment Partnership Program grants may be moved between dept./division/object classes as needed upon request by the Grants Fiscal Manager. 

 

SECTION 7.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
