Explanation

 

Background:  This ordinance authorizes the Director of the Recreation and Parks Department to enter into a grant agreement with the Mid-Ohio Foodbank, which is a registered 501(c)(3) organization. This donation is intended for use by the organization for general operating support.  Funds have been collected through the Recreation and Parks Empty Bowls fund-raising program in the years 2021-2023.  At these community events attendees donate money to purchase donated soup and hand-thrown ceramic bowls.  Events are held throughout the City of Columbus at Recreation and Parks Community Centers and other locations with the published intention of raising funds for the Mid-Ohio Foodbank in support of their efforts to feed people in need.  The total amount of the collected donation for years 201-2023 is $10,685.00.  The grant agreement shall be for the same amount, $10,685.00.  This support is in accordance with the relevant provisions of City Code Chapter 111.14 that relate to grant awards.

Fiscal Impact:  $10,685.00 is budgeted and available from within the Recreation and Parks Special Purpose Fund 2223-222315 to meet the financial obligations of this agreement.

WHEREAS, the Recreation and Parks Dept have hosted Empty Bowls fund-raising events for the Mid-Ohio Foodbank in the years 2021, 2022 and 2023 in which a total of $10,685.00 were raised; and

 

WHEREAS, the Recreation and Parks Department wishes to enter into a grant agreement with the Mid-Ohio Foodbank, to provide general operating support; and

 

WHEREAS, it is necessary to authorize the appropriation and expenditure of $10,685.00 from the Recreation and Parks Special Purpose Fund 2223; and

 

WHEREAS, this contract is awarded pursuant to the provisions of Chapter 111.14 that relate to grant awards; NOW, THEREFORE

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of Recreation and Parks is hereby authorized and directed to enter into a grant agreement with the Mid-Ohio Foodbank, to provide general operating support.  The term of the grant agreement shall be June 1, 2024 - July 31, 2025.

 

SECTION 3. That the appropriation and expenditure of $10,685.00 or so much thereof as may be necessary, be and is hereby authorized from the Recreation and Parks Special Purpose Fund 2223 per the accounting codes in the attachment to this ordinance.

 

SECTION 4. That this contract is awarded pursuant to the provisions of Chapter 111.14 that relate to grant awards.

 

SECTION 5. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 6.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
