Explanation

 

Background:

This ordinance authorizes the Director of Recreation and Parks (CRPD) to accept a grant and enter into an agreement with National Recreation and Park Association (NRPA). The NRPA Youth Sports Equity Program grant will advance equitable access to youth sports by providing training for boxing coaches, membership fees to USA Boxing, and equipment for the boxing program and ring. The $20,000.00 grant will provide up to 12 coaches with training and 33 youth with USA Boxing memberships.

 

CRPD currently has 6 sites that provide boxing instruction.  We host several boxing tournaments throughout the year including one at The Ohio State Fair.  We provide instruction for ages 6 through adults.  Our boxing coaches have been with the department for many years to help continue to provide quality instruction for the communities.

 

As part of the NRPA Youth Sports Equity Program grant, the Columbus Recreation and Parks Dept. has also been awarded a value-in-kind donation from Musco Sports Lighting.  This grant, valued at $100,000, is for a lighting system project at Sammons Park.  The award is in support of the many hours and resources CRPD has invested in creating and/or enhancing a space in the local community that will advance equitable access to youth sports.

This project will help bolster our youth sports section, allowing us to further our mission of connecting the people of our community through the power of nature, wellness and creativity.

 

How does this benefit the City and surrounding community and what input has the community had about this project? 

The grant benefits the city and surrounding community by providing a constructive outlet for youth to engage in physical activity while instilling discipline and offering a structured environment to manage stress. By promoting healthier lifestyles and fostering social cohesion, boxing serves as a valuable investment in the well-being and unity of the community.

 

Fiscal Impact:  This ordinance authorizes acceptance of a $20,000.00 grant award from National Recreation and Park Association and the appropriation of those funds to the Recreation and Parks Grant Fund 2283.  Value-in-kind donations valued up to $100,000.00 are also accepted under the grant.

To authorize and direct the Director of Recreation and Parks to accept a grant in the amount of $20,000.00 from the National Recreation and Parks Association which will provide training and equipment for the Recreation and Parks Department boxing program and a value-in-kind donation of lighting for Sammons park. ($20,000.00)

 

Body

WHEREAS, NRPA has awarded the City of Columbus, Recreation and Parks Department, a grant to provide equitable access to our boxing program, assistance with training coaches with SEL programs geared towards youth, and coverage costs for memberships and equipment; and

 

WHEREAS, a value-in-kind grant from Musco Sports Lighting for a lighting system project at Sammons Park, valued at $100,000.00, is included in the grant award; and

 

WHEREAS, it is necessary to authorize and direct the Director of Recreation and Parks Department to accept the grant and enter into a grant agreement with National Recreation and Park Association; and

 

WHEREAS, it is necessary to appropriate $20,000.00 to the Recreation and Parks Grant Fund; NOW, THEREFORE

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Recreation and Parks be and is hereby authorized to accept a grant in the amount of $20,000.00 to and to enter into an agreement with National Recreation and Park Association.

 

SECTION 2.  That, upon receipt of an executed agreement, from the unappropriated monies in the Recreation and Parks Grant Fund and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ending December 31, 2024, the sum of $20,000 and any eligible interest earned during the grant period is hereby appropriated to the Recreation and Parks Department per the accounting codes in the attachment to this ordinance.

 

SECTION 3.  That the monies in the foregoing Section 2 shall be paid upon order of the Director of Recreation and Parks, and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.

 

SECTION 4.  That, at the end of the grant period, any repayment of unencumbered balances required by the grantor is hereby authorized and any unused City match monies may be transferred back to the City fund from which they originated in accordance with all applicable grant agreements.

 

SECTION 5.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 6That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
