Explanation

 

Background: This ordinance authorizes the Director of the Recreation and Parks Department to enter into contract with A&S Play Zone LLC dba A&S Party Rental for open play activities, games and attractions for the 2024 Cap City Festivals.  This includes setup and tear down for all six event dates.

 

Event dates and location:

Saunders Park - May 18

Driving Park -June 8

Westmoor Park - June 22                     

Barnett Park - July 13

Northeast Park - August 3

Scioto Southland - August 24, 2024.

 

The total contract amount is $72,000.00.

 

The Cap City Festivals are annual free neighborhood community events that are open to the public.  The events are produced by the Special Events office and hosted by the Youth Development Outreach office of Recreation and Parks.  The Cap City Festivals are a prevention strategy that aims to encourage relationship building among families and neighbors, thereby strengthening community ties and empowering the community to work together to reduce violence while creating a platform of trust to produce positive change.

 

Vendor Bid/Proposal Submissions:

 

Bids were advertised through Vendor Services, in accordance with City Code Section 329, on February 08, 2024 and received by the Recreation and Parks Department on February 29, 2024. Bids were received from the following companies:

Awesome Family Entertainment LLC

Cool Cats Sites Entertainment Inc.

Reasonable Jumpies LLC

 

After reviewing the proposals that were submitted, it was determined that A&S Play Zone LLC dba A&S Party Rental was the lowest and most responsive bidder. This contractor has experience and necessary qualifications and availability to perform the required services.

Emergency Justification: Emergency action is requested to ensure that the contract is in place before the first event in May and so that all events dates proceed as scheduled and contractor has ample time to secure all necessary equipment.

 

Benefits to the Public: This project will benefit the public by continuing the presence of free, public events for residents to enjoy.

Fiscal Impact: $12,000.00 is budgeted and available from within the Recreation and Parks Operating Fund 2285 and $60,000.00 in the American Rescue Plan Act (ARPA) Fund 2209 to meet the financial obligations of this contract.

To authorize the Director of Recreation and Parks to enter into contract with A&S Play Zone LLC dba A&S Party Rental for open play activities, games and attractions for 2024 Cap City Festivals; to authorize the expenditure of $12,000.00 from the Recreation and Parks Operating Fund and $60,000.00 from the American Rescue Plan Act (ARPA), and to declare an emergency. ($72,000.00)

 

Body

 

WHEREAS, it is necessary to authorize the Director of the Recreation and Parks to enter into a contract with A&S Play Zone LLC dba A&S Party Rental for open play activities, games and attractions for all 2024 Cap City Festivals; and

 

WHEREAS, it is necessary to authorize the expenditure of $12,000.00 from within the Recreation and Parks Operating Fund 2285; and

 

WHEREAS, it is necessary to authorize the expenditure of $60,000 from within the American Rescue Plan Act (ARPA) Fund 2209; and

 

WHEREAS, an emergency exists in the usual daily operations of the Recreation and Parks Department in that it is immediately necessary to authorize the Director to enter into contract with A&S Play Zone LLC dba A&S Party Rental to ensure that all Cap City events can proceed as scheduled and contractor has ample time to secure all necessary equipment and meet the required timeline, NOW, THEREFORE

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of Recreation and Parks be and is hereby authorized to enter into contract with A&S Play Zone LLC dba A&S Party Rental for open play activities, games and attractions for all 2024 Cap City Festivals.

 

SECTION 2. That for the purpose stated in Section 1, the expenditure of $12,000.00 or so much thereof as may be necessary to pay the cost thereof, be and is hereby authorized from the Recreation and Parks Operating Fund 2285 per the accounting codes in the attachments to this ordinance.

 

SECTION 3.  That for the purpose stated in Section 1, the expenditure of $60,000.00 or so much thereof as may be necessary to pay the cost thereof, be and is hereby authorized from the ARPA Fund 2209 per the accounting codes in the attachments to this ordinance.

 

SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 5. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 6. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
