Explanation
BACKGROUND: The purpose of this ordinance is to authorize the expenditure and payment of $200,000.000 to The Breathing Association for the purpose of funding a multi-media campaign aimed at increasing awareness of tobacco cessation programs in the City of Columbus for the period of June 1, 2024 to December 31, 2024, and to authorize the transfer of $200,000.00 in appropriation between object classes in the Health Special Revenue Fund, No. 2250.
The Breathing Association is a Not for Profit vendor that specializes in education, detection, treatment, and care for vulnerable Central Ohio residents addicted to tobacco products.
Columbus Public Health intends to partner with The Breathing Association to implement a multi-media campaign focused on awareness of the health dangers, opportunities for education, cessation treatment and behavioral health support for all residents in the City of Columbus, with a focus on youth, marginalized populations targeted by big tobacco, residents with health disparities. Columbus Public Health does not have the resources or expertise needed to facilitate these services and therefore chooses to contract with The Breathing Association.
This ordinance is submitted as an emergency in order to avoid a delay in payment to the vendor for this essential tobacco cessation awareness campaign and for the immediate preservation of the public health and safety due to the dangers of tobacco in our communities.
FISCAL IMPACT: Funding to provide these services is budgeted in the 2024 Health Special Revenue Fund, No. 2250. ($200,000.00)

To authorize the Board of Health to enter into a contract with The Breathing Association for a tobacco cessation multi-media campaign; to authorize the City Auditor to transfer appropriation between object classes to facilitate this contract; to authorize an expenditure from the Health Special Revenue Fund to pay the costs thereof; and to declare an emergency. ($200,000.00)

WHEREAS, the Board of Health has a need to contract with The Breathing Association for a tobacco cessation multi-media campaign for the period of June 1, 2024 to December 31, 2024; and,
WHEREAS, The Breathing Association has the expertise and resources needed to effectively execute the contracted services; and,
WHEREAS, it is necessary to allow the City Auditor to transfer appropriation between object classes in the Health Special Revenue Fund, No. 2250, to cover the expenses of these services; and,
WHEREAS, an emergency exists in that it is immediately necessary to authorize the Board of Health to enter into a contract with The Breathing Association in order to avoid a delay in payment to the vendor for this essential tobacco cessation awareness campaign and for the immediate preservation of the public health and safety due to the dangers of tobacco in our communities; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Board of Health is hereby authorized and directed to contract with The Breathing Association for a tobacco cessation multi-media campaign in an amount not to exceed $200,000.00 for the period of June 1, 2024 to December 31, 2024.
SECTION 2. That the City Auditor is hereby authorized to transfer $200,000.00 in appropriation between object classes in The Health Special Revenue Fund, No. 2250, to cover the expenses of this contract per the accounting codes in the appropriation transfer attachment to the ordinance.
SECTION 3. That the expenditure of $200,000.00 or so much thereof as may be needed, is hereby authorized in Fund 2250 (Health Special Revenue Fund), Dept-Div 5001 (Health Department), in object class 03 (Services) per the accounting codes in the attachment to the ordinance.
SECTION 4. That the monies appropriated in the foregoing Section 3 shall be paid upon the order of the Health Commissioner and that no order shall be drawn or money paid except upon voucher, the form of which shall be approved by the City Auditor.
SECTION 5. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary
SECTION 6. That for reasons stated in the preamble hereto, which is hereby made a part thereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
