Explanation

BACKGROUND: This ordinance authorizes the Director of Finance and Management, on behalf of the Facilities Management Division, to enter into contract with Setterlin Building Company for the Municipal Court Renovations Project.

The scope of work for this portion of the ongoing project includes the conversion of the 9th Floor Storage Room to a Parent’s Room at the Municipal Court Building located at 375 S. High Street. This includes the demo, replacement, and installation of plumbing, lighting, and flooring.

CONSTRUCTION CONTRACT AWARD: The project was let by the Facilities Management Division via Vendor Services and Bid Express. Municipal Court Building Parent’s Room Renovation: Three bids were opened on February 19, 2025 from the following Majority-designated vendors:

1. Setterlin Building Company $27,030.00
2. Black Bronco Construction LLC $41,500.00
3. 2K General Company $45,775.00

Setterlin Building Company’s bid was deemed the lowest, best, most responsive and responsible bid in the amount of $27,030.00. Majority-owned firm. Searches in the Excluded Party List System (Federal) and the Findings for Recovery list (State) produced no findings against Setterlin Building Company.

SUBCONTRACTOR PARTICIPATION: An ODI goal was not assigned due to the low dollar threshold of the project.

EMERGENCY DESIGNATION: Emergency legislation is requested for this ordinance so that the Parent’s Room can become functional as soon as possible to provide the necessary facilities for parents to care for their young children not currently available at the building.

Fiscal Impact: A transfer and capital budget amendment within the Construction Management Capital Fund will be necessary for this expenditure.
