Explanation
BACKGROUND: This legislation authorizes the Director of Development to enter into a grant agreement with the Community Development Collaborative of Greater Columbus (Collaborative) and authorize the expenditure in an amount up to $45,000.00, with the agreement term starting January 1, 2025 and ending December 31, 2025 which will be utilizing HOME Investment Partnerships program income received during 2024. To authorize the appropriation of the remaining available 2024 HOME grant funds and program income in an amount up to $4,340,553.91.
The City is a participating jurisdiction receiving federal funds under the HOME Investment Partnerships Program (HOME) of the U.S. Department of Housing and Urban Development (HUD). The department partners with the Collaborative to manage the CHDO program and does so under a grant agreement to pay for operating expenses. Under the grant agreement (federal determination of a “contractor”), in an amount up to $45,000.00, the Collaborative will serve in the role as a facilitator of training, and builder of organizational capacity.
This legislation represents appropriation for a part of the HOME portion of the 2024 Action Plan, per ordinance 2993-2024 and 2025 DRAFT Action Plan, per Ordinance 2968-2024.
FISCAL IMPACT: Funding for this agreement in the amount of $45,000.00 is supported by 2024 HOME program income administration (PA) (G442302)
CONTRACT COMPLIANCE: The vendor’s contract compliance number is 005635 and is expires 3/05/2027.
