CITY DEPARTMENTS' RECOMMENDATION: Approval. The 1.46± acre site consists of one undeveloped parcel in the R-2, Residential District. The requested AR-1, Apartment Residential District will allow a multi-unit residential development with up to 36.1 units per acre. The site is within the planning boundaries of the Tri-South Neighborhood Plan (2003), which recommends “Retail Commercial” land uses at this location, and is also subject to early adoption of Columbus Citywide Planning Policies (C2P2) Design Guidelines (2018). While the proposed residential use is inconsistent with the Plan’s land use recommendation, this inconsistency is mitigated by the site’s existing residential zoning, adjacency to single-unit residential uses to the east, and the Plan’s recognition of the Lockbourne Road corridor as the geographic heart of the community with an existing mix of uses. The proposal also meets the City’s objective to provide more housing in all neighborhoods throughout the City of Columbus. A concurrent Council Variance (Ordinance #0989-2025; CV24-142) is also included, and proposes variances to building setbacks and perimeter yard for a 35-unit apartment complex.
