Title: To authorize the Director of Public Utilities to enter into a reimbursement agreement with the Franklin County Engineer’s Office to replace lead water lines in the Case Road area; to amend the 2024 Capital Improvement Budget; and to authorize the expenditure of up to $365,000.00 from the Water Bond Fund. Explanation
1. BACKGROUND
This ordinance authorizes the Director of the Department of Public Utilities (DPU) to enter into a reimbursement agreement, and any amendments or modifications thereto as may be necessary, with the Franklin County Engineer’s Office (County) and to encumber and expend funds to compensate the County for services rendered during the construction phase relative to the County’s Case Road Area Storm Sewer Improvements Project (Project) in an amount up to $365,000.00 for the City’s #690236-110002 Case Road Area Lead Service Line Replacements project.
The DPU Division of Water (DOW) is required by Federal law to replace all lead water lines within the DOW service area. The County will be performing storm sewer improvements in the Case Road area that is within the DOW service area. As part of this work the County has agreed to replace any detected lead tap and/or private service lead water lines from the main line to the meter if DOW will reimburse the County for the cost of the work. The County will also perform any associated restoration work. Replacing the lead water lines while the County’s sewer line work is being performed will cost DOW considerably less than going back later and replacing the lines, so DOW has agreed to reimburse the County for the cost of the lead line replacements. The $365,000.00 amount is an estimated amount based on the latest engineer’s estimate. The Department of Public Utilities will reimburse the Franklin County Engineer’s Office the entire actual cost of performing this work based upon bid pricing received by the County.
2. FISCAL IMPACT
Funding in the amount of $365,000.00 is available and appropriated for this project in the Water Bond Fund, Fund 6006, within the Department of Public Utilities. An amendment to the 2024 Capital Improvement Budget is necessary to provide budget authority for the proper project.
