Explanation
BACKGROUND:
This legislation authorizes the Director of Public Service to enter into use agreements with Well TBC Columbus JV, LLC for the Continental Centre and BBI Logistics, LLC for the purpose of providing those entities with access to a set number of spaces in two City-owned garages: 4th and Elm Garage and Astor Park Garage.
The Department of Public Service, Division of Mobility and Parking Services currently operates five public parking garages in downtown Columbus. Due to the recent developments of residences in the area of the 4th & Elm garages and commercial and residential spaces near the Astor Park garage, there is a need for owners of the Continental Centre building (Well TBC Columbus JV, LLC) to secure parking spaces for residents in the 4th & Elm Garage, and a need for BBI Logistics, LLC to secure parking spaces in the Astor Park Garage for tenants in their office spaces. The Division of Mobility and Parking Services has agreed to make parking spaces available to those entities in the aforementioned garages, necessitating the execution of use agreements, or similar instruments, between the parties for that purpose.
Emergency action is requested to ensure the use agreement is approved and in place prior to the expected occupancy date for the respective entities.
