Explanation

BACKGROUND: The Director of Public Safety, on behalf of The Division of Police and the Division of Fire, is requesting authorization to enter into contract with Alina Sharafutdinova DBA Village Venture LLC. The Department of Public Safety received a U.S Department of Health and Human Services Administration grant award to be used to fund the RREACT outreach efforts by the Divisions of Police and Fire regarding overdoses in the community. Said contract will be paid with grant funds to cover the cost of grant program manager services, data scientist services, and a data quality assurance administrator services.
In the best interest of the City of Columbus, Public Safety requests to waive bidding and enter into a one year, $90,696.00 contract with Village Venture, LLC. Through this contract, Village Venture, LLC will continue to serve as a project, process, compliance, and reporting coordinator for the grant project under the 2023 SAMHSA FR-CARA Award. The Village Venture team will be responsible for the grant set-up, project and grant management, execution of the proposed objectives, data evaluation and analysis, and federal reporting. Village Venture, LLC will serve as the SAMHSA grant specialist's primary point of contact and ensure project implementation is completed according to grant goals, objectives, and timeline. Village Venture will also work closely with the Division of Fire and Division of Police to ensure fiscal and programmatic reports for the 2024-2025 SAMHSA FR-CARA budget year are prepared and submitted on time.
