BACKGROUND: This legislation authorizes the Finance and Management Director to establish two (2) Universal Term Contracts (UTC) for the option to purchase Traffic Signal Controller Equipment with Path Master, Inc. and Baldwin & Sours Inc. The Division of Traffic Management is the sole user for traffic control products. Traffic signal controllers are used to control traffic signals throughout the City. The term of each of the proposed option contracts would be approximately two (2) years, expiring May 31, 2027, with the option to renew for one (1) additional year. The Purchasing Office opened formal bids on March 6, 2025. In addition, the expenditure of $2.00 is hereby authorized from General Budget Reservation BRPO003196.
The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of Section 329.18 relating to competitive bidding (Request for Quotation No. RFQ029533). Two (2) bids were received.
The Purchasing Office is recommending award to the overall lowest, responsive, responsible and best bidders as follows:
Path Master, Inc., CC# 006583 expires 12/24/2026, Items# 1 & 5-21, $1.00
Baldwin & Sours Inc., CC# 004700 expires 9/24/2026, Items# 2-4 & 22, $1.00
Total Estimated Annual Expenditure: $50,000.00, Division of Traffic Management, the sole user
Emergency Designation: The Finance and Management Department respectfully requests this legislation to be considered an emergency ordinance because items will need to be available to the agency as soon as possible.
The companies are not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.
