Title: To approve Memorandum of Understanding (MOU) #2025-03 executed between representatives of the City of Columbus and American Federation of State, County, and Municipal Employees (AFSCME) Ohio Council 8, Local 1632, which offers a five hundred dollar ($500.00) one time lump sum incentive payment to employees, in the Department of Public Service, classified as Traffic Signal Technician who earn the Traffic Signal Technician I certification and $0.75/hr for employees in that classification who earn the Traffic Signal Construction Technician II certification as outlined in the MOU. MOU #2025-03 extends a $0.50/hr incentive for employees, in the Department of Public Service, classified as Electronic Systems Technician who earn the Traffic Signal Technician I certification as outlined in the MOU and $0.75/hr for employees in that classification who earn the Traffic Signal Field Technician II certification as outlined in the MOU; and to declare an emergency.

Explanation

Section 32.3 of the Collective Bargaining Agreement with American Federation of State, County, and Municipal Employees (AFSCME) Ohio Council 8, Local 1632 and the City of Columbus, dated April 1, 2024 through March 31, 2027, requires that any modifications to the Agreement be agreed to by the parties. Memorandum of Understanding (MOU) #2025-03 has been executed by the parties to extend a five hundred dollar ($500.00) one time lump sum incentive payment to employees, in the Department of Public Service, classified as Traffic Signal Technician who earn the Traffic Signal Technician I certification and $0.75/hr for employees in that classification who earn the Traffic Signal Construction Technician II certification as outlined in the MOU. MOU #2025-03 extends a $0.50/hr incentive for employees, in the Department of Public Service, classified as Electronic Systems Technician who earn the Traffic Signal Technician I certification and $0.75/hr for employees in that classification who earn the Traffic Signal Field Technician II certification as outlined in the MOU.

The passage of this ordinance indicates City Council’s approval of MOU #2025-03, a copy of which are attached hereto.

Emergency action is recommended in order to allow for expedient implementation.
