EXPLANATION
BACKGROUND: The City owns real property located at 4645 Westerville Road, Columbus, Ohio 43231, {Franklin County Tax Parcels 600- 210755, 600-110562 and 600-148984} (“Property”). The property is managed by the Recreation and Parks Department (“CRPD”) and commonly known as Kilbourne Run Park. The Property is further described and recorded in Instrument Numbers 201708040107690, 201712010169615, and 2023110900117525, Recorder’s Office, Franklin County, Ohio. The City is constructing improvements at the park and in order to complete that project the Ohio Power Company, doing business as American Electric Power, (“AEP”) will need to install electric lines and facilities to provide electric service to the Property. AEP now requests the applicable electric utility easements to burden a portion of the Property in order to maintain certain electric facilities and associated appurtenances for the service of electrical energy and impulses to the Property (“Easement”). CRPD reviewed the request and supports granting AEP an easement at no cost in consideration that (i) the Easement supports only electricity services to the Property, and (ii), the Easement will be nonexclusive.
