Title: To authorize the Director of Recreation and Parks to enter into contract with Zero Waste Event Productions LLC to provide on-site recycling sorting, compost collections and material processing coordination during the 2025 Jazz & Rib Festival, CBUS Soul Fest and WinterFest Columbus; to authorize the appropriation and expenditure of $53,454.99 from the Recreation and Parks Special Purpose Fund 2223 and to waive competitive bidding provisions of the Columbus City Code ($53,454.99) and to declare an emergency.

Explanation

Background:
This ordinance will authorize the Director of the Recreation and Parks Department to enter into contract Zero Waste Event Productions to provide on-site recycling sorting, compost collections and material processing coordination during the 2025 Jazz & Rib Festival, CBUS Soul Fest and WinterFest Columbus; and to authorize the appropriation and expenditure of up to $53,454.99 from the Recreation and Parks Special Purpose Fund 2223.

Bid Waiver Justification:
Contractor provides a unique service that includes on-site recycling sorting, compost collections and material processing coordination. As well as post-event reporting to quantify the amount of waste collected and diverted from the landfill. Post-event reporting is a requirement of the Ohio Environmental Protection Agency (EPA) Grant, which is partially funding this service. It is impractical to bid this service since vendor is the sole source to perform this task. Therefore, the Department is requesting that the bidding requirements of Columbus City Code Chapter 329 be waived. Manifestly Impractical to bid due to the requirements set forth by grant from Ohio EPA that is funding this contract. This includes on-site recycling sorting, compost collections and material processing coordination, as well as post-event reporting to quantify the amount of waste collected and diverted from the landfill. Vendor has managed this service at Jazz and Rib Fest for the past three (3) years, thus has extensive knowledge of operations and grant requirements. Therefore, the Department is requesting that the bidding requirements of Columbus City Code Chapter 329 be waived pursuant to Section 329.27.
