Explanation
Background: This resolution authorizes the Public Service Director to request the Ohio Department of Transportation to establish a safe operating speed on Dublin Road and Long and Spring Streets from the Columbus Corporation Limit east of Grandview Avenue, east to Fletcher Street and Long and Spring Streets from Fletcher Street east to Marconi Boulevard. Engineering studies conducted in accordance with Ohio Revised Code 4511.21 support decreasing the current prima-facie speed limit from 50 miles per hour to 45 miles per hour and 40 miles per hour, respectively. The Transportation Division performed the speed zone study at the request of the Police Division after questions were raised by a citizen concerning the legality of the existing posted 35 mph speed limit between Neil Avenue and Marconi Boulevard.
The City of Columbus will conduct a new speed limit study upon the completion of current River District development and Huntington Park construction activities. The results of this study will determine if further speed limit reductions are supported or if further engineering studies are needed to change the driving environment in order to ensure safe, reasonable and enforceable speed limits.

To request the Director of the Ohio Department of Transportation to lower the prima-facie speed limit on Dublin Road and Long and Spring Streets from the Columbus Corporation limit east of Grandview Avenue east to Marconi Boulevard Fletcher Street to forty-five (45) mph, and on Long and Spring Streets from Fletcher Street east to Marconi Boulevard to forty (40) mph and to repeal any and all speed limit ordinances and resolutions on said roadways.
