Explanation
Background: This resolution authorizes the Public Service Director to request the Ohio Department of Transportation to establish a safe operating speed on Dublin Road and Long and Spring Streets from the Columbus Corporation Limit east of Grandview Avenue, east to Fletcher Street and Long and Spring Streets from Fletcher Street east to Marconi Boulevard. Engineering studies conducted in accordance with Ohio Revised Code 4511.21 support decreasing the current prima-facie speed limit from 50 miles per hour to 45 miles per hour and 40 miles per hour, respectively. The Transportation Division performed the speed zone study at the request of the Police Division after questions were raised by a citizen concerning the legality of the existing posted 35 mph speed limit between Neil Avenue and Marconi Boulevard.
The City of Columbus will conduct a new speed limit study upon the completion of current River District development and Huntington Park construction activities. The results of this study will determine if further speed limit reductions are supported or if further engineering studies are needed to change the driving environment in order to ensure safe, reasonable and enforceable speed limits.

Title
To request the Director of the Ohio Department of Transportation to lower the prima-facie speed limit on Dublin Road and Long and Spring Streets from the Columbus Corporation limit east of Grandview Avenue east to Marconi Boulevard Fletcher Street to forty-five (45) mph, and on Long and Spring Streets from Fletcher Street east to Marconi Boulevard to forty (40) mph and to repeal any and all speed limit ordinances and resolutions on said roadways.

WHEREAS, the current prima-facie speed limit on Dublin Road and Long and Spring Streets from the Columbus Corporation Limit east of Grandview Avenue, east to Marconi Boulevard is 50 miles per hour; and
WHEREAS, the Columbus Police Division has requested a review of the current posted speed limit; and
WHEREAS, traffic engineering studies and investigations performed under the direction of a Professional Engineer indicate that a posted speed of 45 miles per hour is reasonable and safe under existing conditions; on Dublin Road from the Columbus Corporation limit east of Grandview Avenue east to Fletcher Street and on Long and Spring Streets from Fletcher Street east to Marconi Boulevard; and
WHEREAS; Section 4511.21 of the Ohio Revised Code provides for the establishment of a reasonable and safe prima facie speed limit under such conditions by the Director of the Ohio Department of Transportation upon request of a local authority; and
WHEREAS, the City of Columbus, Ohio, Public Service Department, Transportation Division, City Traffic Engineer, recommends that a reasonable and safe prima facie speed limit of 45 miles per hour be established for Dublin Road and Long and Spring Streets from the Columbus Corporation limit east of Grandview Avenue east to Fletcher Street and that a reasonable and safe prima facie speed limit of 40 miles per hour be established for Long and Spring Streets from Fletcher Street east to Marconi Boulevard; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That any and all previous speed limit ordinances and resolutions on Dublin Road and Long and Spring Streets from the Columbus Corporation Limit east of Grandview Avenue, east to Marconi Boulevard be and are hereby repealed.
SECTION 2. That, upon the basis of the aforesaid engineering and traffic investigations, it is hereby determined that the posted speed limit of 45 miles per hour for Dublin Road and Long and Spring Streets from the Columbus Corporation limit east of Grandview Avenue east to Fletcher Street Marconi Boulevard and that the posted speed limit of 40 miles per hour for Long and Spring Streets from Fletcher Street east to Marconi Boulevard is are reasonable and safe under existing conditions.
SECTION 3. Be it further resolved that the Director of the Ohio Department of Transportation is hereby requested to review the engineering and traffic investigation and to determine and declare a reasonable and safe prima facie speed limit of 45 miles per hour for Dublin Road and Long and Spring Streets from the Columbus Corporation limit east of Grandview Avenue east to Fletcher Street and a reasonable and safe prima facie speed limit of 40 miles per hour for Long and Spring Streets from Fletcher Street east to Marconi Boulevard.
SECTION 4. This resolution shall take effect and be in force from and after the earliest period allowed by law.
