Title: To request that the Director of the Ohio Department of Transportation lower the prima-facie speed limit on Wilson Road from Sullivant Avenue to approximately 850 feet south of West Broad Street (Columbus corporate limit) to forty-five (45) miles per hour, and to repeal any and all speed limit ordinances and resolutions on said roadway.
Explanation
 
Background:  This resolution authorizes the Public Service Director to request the Ohio Department of Transportation to establish a safe operating speed on Wilson Road from Sullivant Avenue to approximately 850 feet south of West  Broad Street (Columbus corporate limit).  Engineering studies conducted in accordance with Ohio Revised Code 4511.21 support decreasing the current prima-facie speed limit from 50 miles per hour to 45 miles per hour.  The Transportation Division performed the speed zone study as a result of Hilltop Senior Village residents' concerns regarding the speed of traffic on Wilson Road.  They also requested a multi-way stop control at the village driveway connection to Wilson Road.  This form of traffic control has been found to be unwarranted per the Ohio Manual of Uniform Traffic Control Devices.  Their request for street lighting along Wilson Road has been referred to the Division of Power and Water for further investigation.

WHEREAS, the residents of Hilltop Senior Village have expressed concerns over the 1.) need for a multi-way stop-sign control at the Village driveway, 2.) need for street lighting along Wilson Road, and  3.) speed of traffic on Wilson Road and;
 
WHEREAS, the installation of a multi-way stop-sign control has been found to be unwarranted per the Ohio Manual of Uniform Traffic Control Devices; and
 
WHEREAS, the recommendation to install street lighting along Wilson Road has been referred to the Public Utilities Department, Division of Power and Water for investigation; and
 
WHEREAS,  the current prima-facie speed limit on Wilson Road from Sullivant Avenue to West Broad Street is 50 miles per hour; and
 
WHEREAS, traffic engineering studies and investigations performed under the direction of a professional engineer indicate a posted speed of 45 miles per hour is reasonable and safe under existing conditions; and
 
WHEREAS, the City of Columbus will continue to monitor traffic crashes and volumes and revise necessary regulations to promote a safe roadway operation; and
 
WHEREAS, the Franklin County Engineer's Office has agreed to conduct a speed limit study to reduce the speed limit from 50 miles per hour to 45 miles per hour on the unincorporated segment of Wilson Road from West Broad Street to a point approximately 850 feet south (Columbus corporate limit); and
 
WHEREAS, the Transportation and Pedestrian Commission approved this speed limit reduction on January 10, 2008; and
 
WHEREAS; Section 4511.21 of the Ohio Revised Code provides for the establishment of a reasonable and safe prima-facie speed limit under such conditions by the Director of the Ohio Department of Transportation upon request of a local authority; and
 
WHEREAS, the City of Columbus, Ohio, Public Service Department, Transportation Division, City Traffic Engineer, recommends a reasonable and safe prima-facie speed limit of 45 miles per hour be established for Wilson Road from Sullivant Avenue to approximately 850 feet south of West Broad Street (Columbus corporate limit); now, therefore,
 
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That any and all previous speed limit ordinances and resolutions on Wilson Road from Sullivant Avenue to approximately 850 feet south of West Broad Street (Columbus corporate limit) be and are hereby repealed.
 
SECTION 2.  That, upon the basis of the aforesaid engineering and traffic investigations, it is hereby determined that the posted speed limit of 45 miles per hour for Wilson Road from Sullivant Avenue to approximately 850 feet south of West Broad Street (Columbus corporate limit) is reasonable and safe under existing conditions.
 
SECTION 3.  Be it further resolved that the Director of the Ohio Department of Transportation is hereby requested to review the engineering and traffic investigation and to determine and declare a reasonable and safe prima-facie speed limit of 45 miles per hour for Wilson Road from Sullivant Avenue to approximately 850 feet south of West Broad Street (Columbus corporate limit).
 
SECTION 4.  That this resolution shall take effect and be in force from and after the earliest period allowed by law.
