To grant a Variance from the provisions of Sections 3356.03, C-4

3370.07, Conditions and limitations, of the Columbus City Codes; for the  
property located at 3920 HAMILTON SQUARE BLVD. (43125), to allow a  
drive-thru only coffee shop with a reduced parking setback in the L-C-4,
