PER CHARTER SECTION 4-1 DRAWING OF LOTS TO ESTABLISH TERMS OF  
OFFICE  
City Clerk stated our first order of business this evening is the drawing of lots  
outlined in Charter Section 4-1. It states that the city clerk shall divide the  
council districts into two classes by drawing lots.  
Lot A shall consist of five districts and the members from those districts  
shall serve a four year term. Lot A will be represented by five white ping  
pong balls.  
Lot B shall consist of four districts and the members from those districts  
shall serve a two year term. Lot B will be represented by four orange ping  
pong balls. Candidates for those four districts shall stand for election to a  
four year term in 2025.  
District 1: Christopher Wyche - Lot B two-year term  
District 2: Nancy Day-Achauer Lot A four-year term  
District 3: Rob Dorans - Lot B two-year term  
District 4: Emmanuel Remy - Lot B two-year term  
District 5: Nick Bankston - Lot A four-year term  
District 6: Melissa Green - Lot A four-year term  
District 7: Shayla Favor - Lot B two-year term  
District 8: Lourdes Barroso de Padilla - Lot A four-year term  
District 9: Shannon Hardin - Lot A four-year term  
City Clerk asked for the pleasure of Council in electing a Temporary President  
to preside for the purpose of electing a Permanent President of City Council.  
ELECTION OF TEMPORARY PRESIDENT OF COUNCIL  
A motion was made by Shannon G. Hardin, seconded by Rob Dorans, that  
Andrea Blevins be made Temporary President for the purpose of electing a  
Permanent President of Columbus City Council. The motion carried by the  
following vote:

ELECTION OF PERMANENT PRESIDENT OF COUNCIL  
Temporary President Blevins opened the floor for nominations for Permanent  
President of Council.  
Councilmember Bankston nominated Councilmember Shannon G. Hardin as  
President of City Council.  
Temporary President Blevins asked if there were any other nominations for  
President of City Council. Hearing none, the floor was closed for  
nominations.  
Roll Call by Voice on the nomination of Shannon G. Hardin. All voted in the  
affirmative.  
ELECTION OF PRESIDENT PRO TEM OF COUNCIL  
President Hardin assumed the chair, and opened the floor for nominations for  
President Pro Tem of Council.  
Councilmember Remy nominated Councilmember Rob Dorans as President  
Pro Tem of Columbus City Council.  
Council President asked if there were any other nominations for President  
Pro Tem of City Council. Hearing none, the floor was closed for nominations.  
Roll call by voice on the nomination of Rob Dorans. All voted in the  
affirmative.  
APPOINTMENT OF CITY CLERK  
A motion was made by President Hardin, seconded by Shayla Favor, that  
Andrea Blevins be appointed as City Clerk effective January 2, 2024.

the following votes:
