Explanation
BACKGROUND: This legislation amends Ordinance 3469-2022, approved December 12, 2022 which authorized the Director of the Department of Public Utilities to modify the existing water and sewer service agreements in the Rickenbacker/Lockbourne Service Area with the City of Columbus, Franklin County Ohio, and the Village of Lockbourne to include additional acres within the Rickenbacker/Lockbourne Service Area related to a new Economic Development Agreement (EDA) that is being entered into between the City of Columbus and the Village of Lockbourne. It is necessary to amend Ordinance 3469-2022 to authorize the execution of replacement water and sewer agreements for the Rickenbacker/Lockbourne service area because the existing agreements have expired. The replacement agreements will contain substantially similar terms to the prior agreements but will include additional area in the Rickenbacker/Lockbourne service area to align with the revenue/equity sharing area established in the EDA. Emergency action is requested in order to align the timing of execution of the EDA with the water and sanitary sewer service agreements.
