Title: To authorize the Director of the Department of Recreation and Parks to enter into contract with Franklin County Historical Society, dba Center of Science and Industry ("COSI") for summer camp programming services; to authorize the expenditure of $70,000.00 from the Recreation and Parks Operating Fund; to waive the competitive bidding provisions of Columbus City Code Section 329.15 ; and to declare an emergency. Explanation

Background: This ordinance authorizes the Director of the Recreation and Parks Department to enter into a contract with Franklin County Historical Society, dba Center of Science and Industry for the summer 2023. The contract amount is $60,000.00, with a contingency of $10,000.00, for a total of $70,000.00 being authorized by this ordinance.

CRPD offers a variety of Summer Camps each year, with varying themes. Campers experience many activities including but not limited to: arts, crafts, sports, games, nature exploration and science experiments. This ordinance will allow CRPD to enhance our week of science learning by collaborating with COSI. COSI will support camps by: offering a specialized playlist of digital learning; offer onsite learning through field trips; provide toolkits necessary for executing learning agenda; provide professional development for staff executing learning agenda; and, providing program overview at the end of the summer.

Emergency Justification: Emergency action is requested in the usual daily operation of the Recreation and Parks Dept in that it is immediately necessary to authorize the Director to enter into said agreement in May in order to allow services to begin as scheduled for 2023 Camp Season and to prevent the cancellation of any expected programming.

Community Input/Issues: Statistics shows that science offers a powerful platform for building confidence, developing communication skills, and making sense of the world around us-a world that is increasingly shaped by science and technology. Furthermore there are individual benefits to learning science, such as developing our ability to ask questions, collect information, organize and test our ideas, solve problems, and apply what we learn.
