Title: To authorize the Director of Recreation and Parks to enter into a Guaranteed Maximum Reimbursement Agreement and Park Operating Agreement with the City of Reynoldsburg for the Brice Road Park Development Project; and to authorize the expenditure of $2,000,000.00 from the Recreation and Parks Voted Bond Fund. Explanation

Background: This ordinance authorizes the Director of the Recreation and Parks Department to enter into contract with the City of Reynoldsburg for the Brice Road Park Development Project. A Guaranteed Maximum Reimbursement Agreement and Park Operating Agreement are being authorized by this ordinance. The guaranteed maximum cost to be reimbursed by the City of Columbus for the design and construction of improvements shall not exceed $2,000,000.00.

The Guaranteed Maximum Reimbursement Agreement and Park Operating Agreement with the City of Reynoldsburg, Ohio being authorized by this ordinance is for the development and operation of a recreational area at the Idlewild Stormwater Basin located on Brice Road, in the City of Reynoldsburg. The City of Columbus’ cost share for this project is $2,000,000.00 and this contribution is being authorized by this ordinance.

The City of Columbus Department of Public Utilities, Division of Sewerage and Drainage previously built a regional stormwater basin on a 10.9 acre property on Brice Road in the City of Reynoldsburg. This location is Franklin County Parcel ID 060-001274-00. This stormwater basin was built to serve City of Columbus residents on the east side of the City. This area along Brice Road lacks recreational parks and a joint development project is a good solution to provide residents of the area with a quality recreational park. Construction drawings for this park that will be built around the stormwater basin are being developed with input and plan review by the City of Columbus Department of Public Utilities and Recreation and Parks Department. The project will ultimately be managed and implemented by the City of Reynoldsburg.

Upon completion of the new recreational amenities on the site, the City of Reynoldsburg will provide all park maintenance and management of the recreational portions of the site per the terms of the Park Operating Agreement being authorized by this ordinance. The City of Col...
