Explanation
BACKGROUND: The legislation authorizes the Finance and Management Director to issue a purchase order to Redd Public Safety Equipment for the purchase of new inflatable rescue boats and accessories for use by the Division of Fire. The Fire Division is in need of new inflatable rescue boats and related accessories for use in its water rescue operations. These boats will replace current boats and equipment that have exceeded their useful life; the useful life of inflatable rescue boats and outboard motors is estimated between 8-10 years.

Bid Information: The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of Chapter 329 relating to competitive bidding via Request for Quotation No. RFQ024645 for the purchase of eight rescue boats, two boat trailers, two boat motors, 24 personal flotation devices and two rescue crafts. Five (5) bids were received with the following results::

Redd Public Safety Equipment and MES were the only vendors that submitted bids for all equipment and training contingent on bid award; Redd Public Safety Equipment was the lowest of those two (2) bidders and thus is recommended the award for this purchase.

Emergency Designation: The Division of Fire requests emergency legislation so that the purchase of said rescue boats and accessories can commence prior to the expiration of quote, and to avoid potential supply chain delays.

FISCAL IMPACT: Funds exist within the Public Safety Department's Safety Voted Bond Fund for this purchase. Cash is available upon transfer from various projects within the Safety Voted Bond Fund for this purchase.
