Explanation

BACKGROUND

This ordinance authorizes the Franklin County Municipal Court Administrative and Presiding Judge to enter into contract with SGI Matrix, LL. (Matrix), and authorize the expenditure of up to $64,593.91 from the Municipal Court General Fund, Computer Fund, and Probation User Fee Fund. The Federal Bureau of Investigations increased the Leads security requirements.

This legislation is being submitted in accordance to the City of Columbus bid waiver procurement. Due to the changes in Leads security requirements by the FBI; every probation officer that has Leads access must have a card reader for access to their office. Matrix provides service for our current card readers and will install 22 new readers as needed in the probation department. The court obtained three bids for the installation of the readers: SGI Matrix - $64,593.91, K.N.S. Services, Inc. - $141,269.84, and Johnson Controls - $146,688.40. The court accepted the lowest bid.

SGI Matrix LLC Federal Tax ID is 47-3459867.

Emergency Legislation is requested so the court does not lose the discount provided by the vendor. Their pricing is only valid until 4/12/24.

FISCAL IMPACT: Funds are available within the 2024 General Fund, Computer Fund, and Probation User Fee Fund budgets.

WHEREAS, the Court has determined that it is in its best interest to enter into contract with Matrix to install new card readers; and

WHEREAS, $64,593.91 is needed to provide for services; and

WHEREAS, it is in the best interests of the City to waive the competitive bidding provisions of the Columbus City Codes, and

WHEREAS, an emergency exist...
